What is Form W-4VT?
Form W-4VT is Vermont's Employee's Withholding Allowance Certificate. The form says all Vermont employees should complete it and file it with their employer. The federal Form W-4 no longer uses allowances, so Vermont asks for its own certificate to work out how much Vermont income tax to withhold from each paycheck. The edition the Department links today is Rev. 12/18.
It is a one-page form: your name and Social Security number, your filing status (including civil unions), a five-line Vermont Allowances Worksheet, an optional additional amount per check, and an 'Exempt' line for people who had no Vermont tax liability last year and expect none this year.

How to fill out Form W-4VT, step by step
1 Name, Social Security number and filing status
Enter your last name, first name, initial and Social Security number, then check one filing status: Single, Married/Civil Union Filing Jointly, Married/Civil Union Filing Separately, or Married, but withhold at higher single rate.
2 Worksheet lines 1 to 4
Line 1 is 1 for yourself if no one can claim you as a dependent. Line 2 is 1 if you file jointly and your spouse doesn't work. Line 3 is the number of dependents you plan to claim on your tax return; if you file jointly, only one of you should claim them. Line 4 is 1 if you plan to file as head of household. 3 Line 5: Total allowances
Line 5 adds lines 1 through 4. Each allowance reduces the income you are taxed on, and so the Vermont tax withheld from each paycheck. FileIt does the sum for you.
4 Line 6: Additional amount
Enter any additional amount you want withheld from each check. If you entered an additional amount on your federal W-4, the form suggests considering 30% of that amount here.
5 Exempt

Common mistakes to avoid
- Both spouses claiming the same dependents on their W-4VTs. The form warns that too little tax is then withheld.
- Claiming full allowances with every employer. With more than one employer, the form suggests considering zero allowances where you earn less.
- Claiming exempt without having had zero Vermont tax liability last year.
- Checking more than one filing status.
- Forgetting that the federal W-4 alone does not set Vermont withholding.
