What is Consent for a child to travel abroad (Toestemming reizen minderjarige)?

Children under 18 need permission to travel abroad from the people who have authority (gezag) or guardianship (voogdij) over them. The Koninklijke Marechaussee, the Dutch border police, checks at the border who has authority over a child and whether the child has permission to travel. Taking a child abroad without that permission can count as child abduction.

The form Toestemming voor reizen met een minderjarige naar het buitenland is how you show that permission. The parent(s) or guardian(s) who stay behind give their details and sign it; the person the child travels with, such as one parent, a grandparent, a school or a sports club, carries it. The form itself says it makes the border check quicker. You fill in one form for each child.

Who needs to fill out Consent for a child to travel abroad (Toestemming reizen minderjarige)?

  • A parent travelling abroad alone with a child when both parents have joint authority: the parent who stays at home gives consent.
  • Grandparents, aunts, uncles or family friends taking a child abroad: the parents with authority give consent.
  • Schools, sports clubs and other organisations taking children on a trip abroad.
  • A child travelling abroad alone, for example to family.
  • Guardians and institutions with custody (such as a certified youth care institution) who allow a child to travel.

  • Well before the departure date, so the parent or guardian staying behind can sign it and you can collect the other documents.

  • For each person giving consent: the same identity details plus their address, postcode, town, phone number, and the institution's name if an institution has authority.
  • Where the child is going: the family or accommodation, postcode and town, country, phone number, and travel details such as a flight number.
  • Copies of the passport or ID card of each person giving consent, to take along on the trip.

How to fill out Consent for a child to travel abroad (Toestemming reizen minderjarige), step by step

1 Travel period (Reisperiode)

Give the first and last day of the trip. FileIt prints them as dd-mm-yyyy, and checks that the child is under 18 on the first day and that every travel document on the form is still valid on the last.

2 Information about the child (Informatie over minderjarige)

Surname, first name(s), date and place of birth, BSN, nationality, and the number and expiry date of the child's passport or ID card. Then say whether the child travels alone (Ja) or with someone (Nee). If the child travels alone, the companion part stays empty, as the form asks.

3 The companion(s) (begeleider(s))

The person or organisation the child travels with, such as one parent, a grandparent, a school or a sports club. There is room for two. For each: surname (or the organisation's name), initials, date and place of birth, BSN, nationality, travel document and its expiry date, and their relationship to the child.

4 Who gives consent but doesn't travel

Everyone with authority over the child who stays behind: usually the other parent, or both parents when neither travels. There is room for two people. Each gives identity details, address, postcode, town, and phone number. Fill in the institution's name only when an institution gives the consent.

5 Travel information (Reisinformatie)

The family or accommodation the child is going to, its postcode and town, country and phone number, and travel details such as a flight number. A Dutch postcode goes in the two small boxes. FileIt prints a postcode from another country in front of the town, because it doesn't fit those boxes.

6 Consent and signatures (Toestemming)

The people giving consent declare that the details are true and that they allow the companion(s) to travel abroad with the child. Each signs by hand and writes the date and place under their signature; FileIt prints the dates and places for you. The companions sign in the lower part of page 2.

Common mistakes to avoid

  • Filling in one form for several children. The form asks for a separate form for each child.
  • Forgetting the copy of the passport or ID card of each person who gave consent.
  • Not bringing a document that shows who has authority over the child, such as a recent international extract from the BRP (Basisregistratie Personen).
  • Listing a companion when the child travels alone. The form says to leave the companion part empty then.
  • A travel document that expires before the trip ends.
  • Only one parent signing when neither parent travels and both have authority.

After you fill it out

Print the form. Each person giving consent signs page 2, and signs again on the 'Handtekening(en)' lines at the bottom of page 1. The companions sign page 2 too.

Take it with you on the trip, together with a copy of the passport or ID card of each person who gave consent and a document that shows who has authority over the child. The Marechaussee advises a recent international BRP extract for the child (preferably no older than 3 months). Do I need this form if I travel abroad alone with my child?

If the other parent also has authority over the child, you need their permission. This form is how they give it. If you have sole authority, the Marechaussee asks instead for a recent international BRP extract for the child, or other proof that you have sole authority.

Does the form have to be legalised or stamped?

The form itself only asks for signatures, plus the date and place. The Marechaussee's guidance says to bring a copy of the ID of each person who gave consent and proof of who has authority over the child.

What if the other parent refuses to sign?

According to the Marechaussee, you then need permission from a court, which requires a lawyer.

Can one form cover my three children?

No. The form says to fill in one form for each child.

Can a school or sports club use this form?

Yes. The companion part is for a 'begeleidende persoon/organisatie (bijvoorbeeld school of sportclub)'. Give the organisation's name and the details of the person who accompanies the children.

Is it available in English?
