What is Kela SV 16e - special pregnancy allowance?

Form SV 16e is the English application for special pregnancy allowance (erityisraskausraha) from Kela, the Social Insurance Institution of Finland. It is for the time before your pregnancy leave starts when you have to stay off work because your work exposes you to something that is a risk to the pregnancy, such as chemicals, radiation or an infectious disease, and your employer can't move you to safe duties. There is also a partial allowance if you can keep working for at most five hours a day.

Besides the period you apply for, the form asks what the risk is and how it shows in your job, whether other duties were looked into, your employment or business, whether your employer pays you during the leave, benefits and work abroad, and whether the allowance should be based on your last three months of income. It has five pages, and the enclosures that Kela needs are listed in section 11: the certificate of pregnancy (SV 75), the occupational health doctor's statement and form SV 96e from your employer.

Who needs to fill out Kela SV 16e - special pregnancy allowance?

A pregnant employee whose job exposes her to a risk to the pregnancy, such as chemicals, radiation or an infectious disease, when the employer can't arrange safe duties.
A pregnant self-employed person or farmer who has to stop or cut down work because of a work-related risk.
Someone who can keep working part-time, at most five hours a day, because of the risk, and applies for partial special pregnancy allowance.
An applicant who has moved to Finland and hasn't claimed from Kela before (also complete form Y 77e).

When to use Kela SV 16e - special pregnancy allowance

Once the occupational health doctor has assessed the risk and your employer has confirmed that other duties can't be arranged.
For the days before your pregnancy leave (pregnancy allowance) starts. The form says the allowance can be applied for up to 2 months back from the date of the application, so don't wait.
Again for any additional periods, which you list in section 12.

What you need before you start

Your personal identity code, bank account (IBAN), and your spouse's or partner's name and date of birth.
The expected due date from your certificate of pregnancy (form SV 75).
The occupational health doctor's statement for special pregnancy allowance, and form SV 96e completed by your employer.
The dates you will be off work, or working at most 5 hours a day.
A description of the risk in your job, if it can't be measured (for example lifting, postures or tiredness).
Your employer's name, or your business name and business ID (Y-tunnus), and whether your employer pays your wage during the leave.

How to fill out Kela SV 16e - special pregnancy allowance, step by step

1 1-3. Applicant, bank account and child

Your personal identity code, name, phone and e-mail, and your spouse's or partner's name and date of birth, or 'no spouse or partner'. Then the IBAN for the payments, and the expected due date (or date of birth). Kela gets your address from the population data system. A different address goes in section 12.

2 4. Application

Tick special pregnancy allowance if you will be completely off work, and give the period or just the start date. Tick partial special pregnancy allowance if you will work 1-5 hours a day. An employee needs a part-time agreement made because of the risk, and a self-employed person must lose income. Then answer the 5-hour question.

3 5-6. Risk factor and other duties

Say whether the risk is related to movements and postures, moving about, or mental or physical tiredness. If so, describe your working conditions and the risk to the pregnancy. Measurable risks come from the doctor's statement. Then say whether other job duties were looked into at your workplace.

4 7-8. Abroad, employment and business

Any stay or work abroad (with form Y 38e where needed), your employer, other work during the leave, and any self-employment with the business name and business ID.

5 9. Income during the leave

Whether your employer pays you for the leave. If it pays your wage for a period, Kela pays the allowance to the employer. If it pays only the difference, Kela pays you. Give the employer's name and payroll phone number. Also give any benefits you get or have applied for from other countries.

6 10. Information affecting the amount

The allowance is based on 12 months of income. It can be based on the last three calendar months instead if that income times four is at least 20% higher and one of the listed reasons applies, such as finishing a degree, service, caring for a child at home or moving to Finland. Also say whether you get an informal or family caregiver fee.

7 11-13. Enclosures, additional information and signature

Tick the enclosures, add anything else in section 12 with the section number, and sign with the place and date and your printed name.

Common mistakes to avoid

Leaving out the occupational health doctor's statement or the employer's form SV 96e.
Applying too late: the form allows only 2 months back from the date of the application.
Applying for the partial allowance without a part-time agreement made because of the risk (employees), or without a loss of income (self-employed).
Choosing the three-month income basis without ticking which reason applies.
Not telling Kela that your employer pays your wage for the leave, which decides whether Kela pays you or the employer.
