What is Kela LL 1e - child benefit application?

Form LL 1e is the English version of Kela's application for child benefit (lapsilisä). Kela, the Social Insurance Institution of Finland (Kansaneläkelaitos), pays child benefit for children living in Finland, and a single-parent supplement (yksinhuoltajakorotus) on top of it for a parent who is not married or cohabiting. Most families apply in Kela's online service, OmaKela, but the PDF form is still the official route for anyone who prefers paper, needs to post supporting documents, or wants to upload a completed form.

The form covers several situations on two pages: a baby who has not been born yet (by expected due date), an adoptive child (by date of placement), a claim from a chosen date, applying for the single-parent supplement or asking for it to end, and a change of the person who receives the benefit. It also asks about your family circumstances and about moves, work and benefits abroad, because those affect who is entitled to Finnish child benefit.

Who needs to fill out Kela LL 1e - child benefit application?

• Parents expecting a baby who want child benefit to start from the month after the birth.
• Adoptive parents, who apply from the date the child is placed with them.
• Foster caregivers, guardians or other people (for example a grandparent) who look after the child.
• Families who have moved to Finland and are claiming Finnish child benefit for the first time (together with form Y 77e).
• Parents who have separated and are not cohabiting, who can apply for the single-parent supplement.
• A single parent who has moved in with a new partner or married, who asks for the supplement to end.
• A parent taking over the child benefit that has so far been paid to someone else, such as the other parent.

When to use Kela LL 1e - child benefit application

• Before or soon after your child's birth — the form lets you apply by the expected due date.
• When an adoptive child is placed with you.
• When your family circumstances change: separation, a new relationship or marriage, or the child moving to live with you.
• When you, your spouse or your children move to or from Finland, or to or from the Åland Islands.
• Remember the time limit printed on the form: you can apply 6 calendar months retrospectively, so don't wait longer than that.

What you need before you start

• Your Finnish personal identity code (henkilötunnus).
• Your bank account number (IBAN), plus the bank's BIC code if the account is with a foreign bank.
• The expected due date, the date of placement of an adoptive child, or the date you want child benefit to start.
• Each child's name and date of birth, and a foreign personal identity code if a child has one.
• The date of separation or of starting to cohabit or marrying, with the partner's name and personal identity code, if your family circumstances have changed.
• Details of any child benefit or similar benefit paid by another country: the country, the amount and the paying institution.
• Dates of moves to or from Finland or the Åland Islands, and where the family lives abroad, if relevant.
• Form Y 77e if you have moved to Finland and not claimed Kela benefits before, or Y 38e if you or your child are moving abroad.

How to fill out Kela LL 1e - child benefit application, step by step

1 1. Applicant (parent, guardian, foster caregiver or other)

Give your personal identity code, your family name and given names, a phone number and e-mail, and say whether you are the child's parent or guardian, foster caregiver or someone else. You don't write your address: Kela retrieves it from the population data system.

If you tick 'someone else', say who you are to the child, for example a grandparent.

2 2. Bank account number

Child benefit for all the eligible children is paid into one account. Give the IBAN; if the account is with a foreign bank, add the BIC code of the bank. FileIt checks the IBAN's check digits before printing it, which catches most typing mistakes.

3 3. Application

Tick what you are applying for. For a baby not yet born, give the expected due date and how many children will be born. For an adoptive child, give the date of placement and how many children you have adopted. Otherwise tick 'I wish to apply for child benefit starting from' and give the date — you don't need that line if you apply by due date or placement date.

The same section is where you apply for the single-parent supplement from a date, or ask for it to end from a date; both also need section 5. If the child benefit has so far been paid to someone else, name that person at the bottom of page 1 and ask them to fill in section 8.

4 4. The children whom the application concerns

List each child with their family name and given name, and their date of birth. If a child has a foreign personal identity code, it goes on the same line after the date of birth. The form has room for four children. For an expected baby there is nothing to list yet.

5 5. Family circumstances

Tick whether you are separated from your spouse or partner and since when, and why: the end of the relationship (give the former partner's name and personal identity code) or another reason, such as work or study in another town or abroad. If you have started cohabiting or married, give the date and the new partner's name and personal identity code — the single-parent supplement ends from the beginning of the month after that change.

6 6. Move and payments from abroad

Say whether you or your spouse receive child benefit or other benefits from another country, and if so the country, amount and paying institution. Tick if you or the children have moved to Finland (date and country), if the children live or stay abroad, if anyone is employed abroad, if you are moving abroad, or if the children moved to or from the Åland Islands. There is space for the spouse's details and the family's address abroad.

7 7. Signature

Give the place and date and sign under the declaration that the information is true and accurate and that you will notify any changes.

8 8. Consent

Only when the recipient changes. The person who has received the child benefit so far consents to it being paid to you: they give the place and date, sign, and write their personal identity code. Child benefit can't be paid to two people at once; if the recipient changes retroactively, Kela reclaims the benefit from the previous recipient. If consent isn't given on the form, Kela will ask that person for it.

Common mistakes to avoid

• Waiting too long: the form can only be backdated 6 calendar months, so claim soon after the birth, placement or change.
• Ticking both 'apply for single-parent supplement' and 'terminate it' — they are alternatives, and FileIt flags the clash.
• Forgetting section 5 when applying for or ending the single-parent supplement; Kela needs the family circumstances to decide.
• Typing a personal identity code with the wrong check character. FileIt checks every Finnish code you enter.
• Giving a foreign IBAN without the bank's BIC code.
• Leaving out form Y 77e after moving to Finland, or Y 38e when moving abroad.
• Taking over the benefit from the other parent without their consent in section 8, which slows the decision because Kela has to ask them.

After you fill it out

Check the finished PDF, then sign it in section 7. If the benefit moves to you from someone else, that person signs the consent in section 8 too. You can print it and sign by hand, or use FileIt's optional e-signature before uploading it.

The form gives two ways to send it: by post, with any supporting documents, to Kela, PL 10, 00056 KELA, or online at www.kela.fi/english through OmaKela. FileIt doesn't send the application for you, so remember to deliver it yourself.
