What is EX-19 EU family member residence card?
EX-19 is the Spanish government's application for the 'tarjeta de residencia de familiar de ciudadano de la Unión': the residence card for a non-EU national who is a family member of a citizen of the European Union, another EEA country or Switzerland living in Spain. It is published by the migration authorities (Ministerio de Inclusión, Seguridad Social y Migraciones) and applies Royal Decree 240/2007, which brings the EU free-movement Directive 2004/38/EC into Spanish law.
The same form covers every step of the card's life: the first temporary card, the permanent residence card, a change of your details, address, passport or situation, the renewal of a card, and reporting that the right has ended ('baja por cese'). Both the family member and the EU citizen who gives the right to the card sign it.

Who needs to fill out EX-19 EU family member residence card?
- Non-EU spouses and registered partners of EU, EEA or Swiss citizens who live in Spain.
- Unregistered partners in a stable, proven relationship with an EU citizen.
- Children and grandchildren under 21, or older ones who are dependent or incapacitated, and dependent parents or grandparents.
- The non-EU parent of an EU citizen child, and other relatives who depend on or live with the EU citizen.
- Card holders who need a change, a renewal or a permanent card, or who must report that their right has ended.
- Not for EU citizens themselves, who register as residents with a different procedure, nor for non-EU nationals with no EU family link (see EX-17).
When to use EX-19 EU family member residence card
- After you arrive in Spain to join or accompany an EU citizen family member, to apply for your first card.
- When you reach the conditions for permanent residence, for example after five years of continuous residence in Spain.
- When your personal details, address, passport or family situation changes — for example on becoming widowed.
- When your card needs renewing.
- When the right to the card ends and you have to report it.
- The timing, fees and documents for each procedure are on the official information sheets (hojas informativas) at inclusion.gob.es; check the one for your case before you book an appointment.
What you need before you start
- Your passport number and, if you already have one, your NIE (X, Y or Z, seven digits and a check letter).
- Your full name, date and place of birth, nationality, marital status and your parents' first names.
- Your address in Spain, and a mobile number or email if you want courtesy alerts about notices.
- The EU citizen's passport or identity card number, NIE, name, nationality and address in Spain, and your relationship to them.
- For a minor: the parent's or guardian's name, ID number and capacity.
- The documents the information sheet lists for your procedure, such as proof of the family relationship and of the EU citizen's registration in Spain.

How to fill out EX-19 EU family member residence card, step by step
1 1) Datos del solicitante — your details
Your passport number and NIE (split into its letter, seven digits and check letter), your first and second surnames and first names, sex (H hombre, M mujer), date of birth, place and country of birth, nationality and marital status (S single, C married, V widowed, D divorced, Sp separated). Then your parents' first names, your address in Spain, mobile phone and email.
The last line, 'Representante legal, en su caso', is only for a minor or a person under guardianship: the parent's or guardian's name, ID number and capacity, such as PADRE or TUTOR.
2 2) Datos del ciudadano de la Unión — the EU citizen
The EU, EEA or Swiss citizen whose family member you are: their passport or identity card number, their NIE from the EU registration certificate, their name, their relationship to you (for example CÓNYUGE for a spouse), nationality and address in Spain. The relationship box is very small, so keep that answer short.
3 3) Representante a efectos de presentación
Only if someone else — a lawyer or gestoría, for example — presents the application for you. It asks for their name or company name, ID or tax number, address, phone, email and, for a company, the person acting for it.
4 4) Domicilio a efectos de notificaciones
Only if official notices should go to another person or address. Underneath is the CONSIENTO box: tick it to receive notices electronically on the government's electronic office, which you open with a digital certificate or Cl@ve. Companies and some professional groups must use electronic notices anyway.
5 5) Situación en España — what you are applying for
On page 2 give the expected period of your residence in Spain and the date it started, then tick one procedure: temporary residence (with your family link, from spouse to other family member), permanent residence (with its grounds), a change (what changes), renewal of the card (temporary or permanent holder), or de-registration with its cause. 6 Declaration, date and signatures
Tick the declaration that the details and documents are true, give the place and date of signing, and optionally the office the form is addressed to with its DIR3 code and province. The EU citizen signs in the left box and you (or your legal representative) in the right box.
Common mistakes to avoid
- Leaving out the EU citizen's details or signature — the card depends on them, so section 2 and their signature are needed.
- Typing an NIE with the wrong check letter. FileIt checks the control letter of both NIEs.
- Ticking the heading (for example RESIDENCIA TEMPORAL) without the line underneath that says how you are related.
- Writing a long answer in the small 'Parentesco' box — use a short word such as CÓNYUGE or HIJO.
- Using EX-17 instead: that form is for non-EU nationals without an EU family member.
- Bringing only the original — the instructions ask for the original and a copy of the form.
After you fill it out
Check the PDF, then print it, and have both you and the EU citizen sign it. A parent or guardian signs for a minor.

What is form EX-19?
EX-19 is Spain's application for the residence card of a family member of an EU citizen (tarjeta de residencia de familiar de ciudadano de la Unión) under Royal Decree 240/2007. Non-EU relatives of EU, EEA or Swiss citizens living in Spain use it.
Is EX-19 the same as the TIE form EX-17?
No. EX-17 is for non-EU nationals who hold a residence or stay authorisation under the general immigration rules. EX-19 is for the family members of EU citizens, who have rights under EU free-movement law.
Does the EU citizen have to sign?
Yes. The form has two signature boxes on page 2: one for the EU citizen (or their legal representative) and one for the applicant.
