What is Notice of place of residence (elukohateade)?

The notice of place of residence (elukohateade) is how you register a new home address in the Estonian Population Register. The Ministry of the Interior publishes the English version; you hand it to the city or rural municipality government of your new home, or in Tallinn to the city district government.

According to the Ministry, you must submit a notice when you change your address in Estonia, settle in Estonia from abroad, or move abroad: within 14 days of moving, or within 30 days when relocating to a foreign state. The address data are valid from the day the municipality receives the notice.

When to use Notice of place of residence (elukohateade)

• Within 14 days of moving to a new home in Estonia.
• Within 30 days of relocating to another country.
• When you live permanently at more than one address and want the additional address recorded.
• When your nationality, native language or education details in the Population Register are missing or have changed.

What you need before you start

• Your Estonian personal identification code (isikukood), if you have one.
• The full new address: county, municipality or city, street or farm, house and apartment number, and postcode.
• Names and personal codes of anyone else moving with you.
• Your basis for living there: ownership, a lease contract, or the owner's consent (on the form or as a separate document).
• The owner's name and personal code or date of birth, if they sign their consent on the form.
• A copy of the data page of your identity document, if you send the notice by post.

How to fill out Notice of place of residence (elukohateade), step by step

1 1) Submitter

Your first name, surname and Estonian personal code. If you don't have a personal code, the form says one is created for you from your identity and citizenship document; the Ministry publishes a separate additional page for applying for one.

2 2) Address of the new place of residence

The state (country), county, rural municipality or city, and the street or farm with house and apartment number and postcode. Then tick whether you are submitting the address for yourself, for other people, or both.

3 3) Other persons

Up to three other people whose address changes with yours, with their personal codes. You don't enter yourself again.

4 4) Consent of the other parent

When you register a minor, the other parent with custody gives their name and personal code or date of birth and signs.

5 5) Right of use of the residence

Tick one basis: you own or co-own it; you attach a lease; the owner consents on this form; you attach the owner's consent separately; or another basis. The form notes that a family member's home or a foreign address counts as 'other basis', with no lease or consent needed.

6 6) Consent of the (co-)owners

Only when the owner consents on the form: each co-owner or their representative gives their name and code or date of birth and signs.

7 7) Leaving Estonia (voluntary)

For EU, EEA and Swiss citizens settling in Estonia: the known date of departure from Estonia and the foreign address, at least the country.

8 8) Additional details

One column each for you and persons 1 to 3: e-mail and phone (for people aged 15 or over), an additional address if you permanently live in several places, ethnic nationality, native language and education level (A0 to A8), your previous address abroad and when you last left Estonia, and any foreign personal code.

9 9) Signature

Date the notice, then the submitter and every adult listed sign on pages 1 and 2.

Common mistakes to avoid

• Missing the 14-day deadline (30 days when moving abroad).
• Ticking 'the owner provides consent' without the owner filling in and signing part 6.
• Forgetting that every adult listed must sign, not only the submitter.
• Sending the notice by e-mail with a scanned or ordinary electronic signature; by e-mail it must be digitally signed.
• Posting the notice without a copy of the data page of your identity document.
• Writing your citizenship under Nationality; the form asks for the nationality you associate with ethnically and culturally.

After you fill it out

Print the notice, sign it (with every adult listed), and hand it in or post it to your municipality or city government, with a copy of your ID's data page if you post it. FileIt does not submit anything.
