What is PPA temporary residence permit application?

The Application for Temporary Residence Permit (tähtajalise elamisloa taotlus) is the three-page form the Estonian Police and Border Guard Board (PPA) asks every foreign national to complete when applying for a temporary residence permit. It covers your personal data and contacts, the basis you are applying on, a set of background and security questions, where you will collect your residence permit card, and a page for any other information you want the PPA to know.

The application is handed in in person, at an Estonian embassy or consulate if you are abroad or at a PPA service office in Estonia, because fingerprints are taken unless you gave them in the last six years. It never travels alone: the PPA's list includes the "Biographical data" form, "Data concerning close relatives and family members", "Additional form 1", proof of income, a criminal record certificate and the invitation or documents for your particular basis. The current English form in force from 1 January 2026 added a box for your social media accounts.

When to use PPA temporary residence permit application

• For a first temporary residence permit, once you have gathered the additional forms and documents for your basis.
• When you are ready to book an appointment at a PPA service office, or at an Estonian foreign mission if you are abroad.
• When applying for an alien's passport together with the residence permit, if you have no travel document of any country.
• Check the PPA's instructions before applying for an extension or a change of basis, as other forms or routes may apply.

What you need before you start

• Your passport or other identity document, with your names in Latin letters as printed in it.
• Your date of birth, place of birth, citizenship and any previous names and citizenships.
• Addresses: a contact address in Estonia, a residence address in Estonia if it differs, and a contact address abroad.
• The basis for your application and the matching invitation form or documents (spouse, parent, child, guardian, study, employment or business).
• Details of any residence permit or right of residence you hold in another country, with its type and validity period.
• Your highest completed level of education and your social media accounts.
• The completed "Biographical data", "Data concerning close relatives and family members" and "Additional form 1" where they apply.
• Proof of income for the last six months, a criminal record certificate (applicants aged 14 or over), a digital photo and proof of the state fee.
• For a child: the legal representative's name and personal code or date of birth.

How to fill out PPA temporary residence permit application, step by step

1 Personal data

Give your given names and surname as in your passport, any previous names and your patronym if it appears in your travel document. Enter an Estonian personal code only if you already have one: FileIt checks its check digit and that it matches your date of birth and gender. Date of birth is printed as dd.mm.yyyy.

Add your country of birth (its current name), citizenship and previous citizenships. Nationality and native language are optional.

2 Contacts

Give a contact address in Estonia and, if you live somewhere else in Estonia, your residence address, each with its zip code. Add a contact address abroad, your email and phone number. Addresses go on one line in the order the form shows.

3 Basis for application

Choose one basis: settling with a spouse or registered partner, a parent, a child or grandchild, or a guardian; study; employment; business; an international agreement; substantial national interest; or settling permanently. Family bases each need the matching invitation form from your relative.

For a spouse or partner you also confirm that there is a close economic link and psychological dependence, that the family is stable and the marriage is not fictitious. For business, a further box covers a company starting with a supporting investment from the state or a private fund. For an international agreement, name the agreement and the provision you rely on.

4 Biographical data

Page 2 asks your marital status, whether you have family members (if so, complete the family members form), your highest education and your social media accounts. Then comes a series of yes / no questions: residence rights in other countries, criminal convictions, military service or reserve membership outside NATO, military activity abroad, links with intelligence, security or armed organisations, criminal or extremist groups, time in territory controlled by a terrorist organisation, knowledge of firearms or explosives, views on different treatment, and war crimes.

A yes to the military, intelligence or armed-organisation questions means also completing Additional form 1. The organisation and territory questions have their own line for details, and the last three ask for an explanation in free format, which FileIt prints on page 3.

5 Places of issue of documents

The residence permit card is already ticked on the form; give the place where you will collect it. If you are also applying for an alien's passport, tick it to confirm you have no foreign travel document and no way to get one, choose the reason and give its place of issue.

6 Legal representative

An application for a child under 15, or for someone with restricted active legal capacity, is made by the legal representative, who gives their name and Estonian personal code or date of birth. An institution acting as representative adds its name and register code.

7 Other important information

Page 3 is free space for anything else the PPA should know, including the explanations the free-format questions ask for. FileIt fits your text to the 33 dotted lines; anything longer goes on an additional sheet, as the form suggests.

8 Confirmations, dates and signatures

At the end of each page you confirm that the data is correct. On page 3 you also confirm that copies match the originals, that you have medical expenses insurance meeting section 120 of the Aliens Act and sufficient legal income for yourself and your family in Estonia, and that you agree to the residence card certificates' terms of use. Common mistakes to avoid

• Leaving out the additional forms: the application is incomplete without Biographical data, the family members form and, where it applies, Additional form 1.
• Choosing a family basis without the matching invitation form signed by your relative in Estonia.
• Answering yes to a free-format question without adding the explanation on page 3.
• Writing your name differently from your passport, or dropping diacritics.
• Signing only the last page: every page needs your signature.
• Using the older 2025 edition of the form, which has no social media accounts box.
• Arriving without proof of income for the last six months or a recent criminal record certificate.

After you fill it out

Print all three pages, sign at the end of each and write your specimen signature inside the box on page 1. Book an appointment and hand in the application in person at a PPA service office, or at an Estonian embassy or consulate if you are abroad, with the additional forms, your identity document and the other documents on the PPA's list. Fingerprints are taken there unless you gave them in the last six years.
