What is RP 5052 childcare allowance?

RP 5052 is Social Security's application for the Childcare Allowance, part of Portugal's social protection in parenting (proteção na parentalidade). It covers the days a parent, guardian or other carer is absent from work to give a child urgent and essential care, for example during an illness or after an accident. The form itself says you don't need to apply when the situation is proved by a Certificate of Temporary Incapacity for Work issued by the National Health Service. Otherwise you apply within 6 months of the first day of absence. Social Security prefers applications through Segurança Social Direta, but the form can also be handed in at a Social Security customer service or sent by post. The allowance is paid to the IBAN registered with Social Security.

Who needs to fill out RP 5052 childcare allowance?

Parents, and people treated as parents, insured with Portuguese Social Security who missed work to care for a sick or injured child.
People to whom a child has been entrusted by a court or administrative decision, and legal guardians.
Carers of a son or daughter aged 18 or older, who also say whether that son or daughter lives in their household.
Foreign residents working in Portugal, who can use the official English edition.

When to use RP 5052 childcare allowance

After you have been absent from work to give a child urgent and essential care, and no SNS Certificate of Temporary Incapacity covers it.
No later than 6 months after the first day of absence. One application can list up to four periods of absence.

What you need before you start

Your NISS (11 digits), birth date and contact details, and the child's name, birth date and NISS.
The dates of each period you were absent from work.
A medical certificate attesting that the child needs urgent and essential care.
Your spouse's or partner's details, whether they work and under which scheme, and any period they claimed the same allowance for. If they can't provide the care, a document proving it.
The name of any other mandatory social protection scheme (national or foreign) that covered you in the 6 months before the absence, with its periods.
For a child with a disability or chronic illness, the medical certificate of it. This is not needed from age 12 when the child receives a disability benefit or the certificate is already on file.
Form RV 1009 or RV 1017, if you aren't yet registered with Social Security.

How to fill out RP 5052 childcare allowance, step by step

1 1 Personal details of the applicant

Give your full name, NISS, birth date, phone and email. Then say how you are related to the child: father, mother or person treated as such, a person the child has been entrusted to by a judicial or administrative decision, a guardian, or other.

2 2 Personal details of the child

Give the child's name, NISS and birth date, and whether they receive a disability benefit and who pays it. For a son or daughter aged 18 or older, say whether they live in your household.

3 3 Your spouse or partner

Give their name, NISS and birth date. Say whether they work and, if so, under which social protection scheme. Say whether they applied for the same allowance for the same reason, and for which period, and whether they are unable to provide the care.

4 4 Periods of absence from work

Give up to four periods of absence (from, to). If another mandatory social protection scheme, national or foreign, covered you in the 6 months before the absence, name the institution and the periods.

5 5 Statements

You confirm you will tell Social Security of anything that ends the allowance within 5 working days, and that the information is complete and true. Date and sign as on your identity document. If you can't sign, another person signs on your behalf.

6 6 Information

Lists the documents to attach, explains that payment goes to the IBAN registered with Social Security (registered or changed in Segurança Social Direta or with form MG 14), and gives the 6-month deadline and where to submit. The box at the end of page 3 is for Social Security staff.

Common mistakes to avoid

Applying later than 6 months after the first day of absence.
Leaving out the medical certificate that states the child needs urgent and essential care.
Applying when an SNS Certificate of Temporary Incapacity already covers the absence. In that case no application is needed.
Answering 'unable to provide the care' for your spouse or partner without attaching proof.
Not checking your IBAN with Social Security. The form has no bank box.

Sign the application, then submit it with the medical certificate and other documents in Segurança Social Direta, at a Social Security customer service, or by post. FileIt does not send it anywhere.
