What is LH 593 — Register as an employer of domestic staff?
In the Netherlands, a private individual who pays wages to a service provider working in their home on 4 or more days a week has domestic staff (personeel aan huis) and must file payroll tax returns (aangifte loonheffingen). The form says it doesn't matter how many hours a day the person works. To file those returns you first register as an employer with this form, Melding Loonheffingen — Werkgever van personeel aan huis (LH 593). The Belastingdienst then sends you a payroll tax number (loonheffingennummer) and tells you which period to file for. For domestic staff that's once per calendar year.
Page 1 of the form is a decision scheme. It checks whether the work is household work you would otherwise do yourself, whether it's at least 90% household work (or, with a practice at home, at most 40% for the practice), and whether the person works for you on more than 3 days a week. Only if you end up at 'employer of domestic staff' is this form for you. Otherwise you're either an ordinary employer, who registers with the form 'Melding loonheffingen aanmelding werkgever', or you don't need to register at all.

Who needs to fill out LH 593 — Register as an employer of domestic staff?
- Households with a cleaner, nanny, babysitter, housekeeper, gardener or carer who works in their home on 4 or more days a week.
- Families with a live-in helper who does household tasks most of the week.
- People with a liberal profession practised from home, when the helper works at most 40% of the time for the practice and the rest on household tasks.
- Not for business staff: if the arrangement fails the scheme on page 1, register with the form 'Melding loonheffingen aanmelding werkgever' instead.

- When you take on a service provider in your home for 4 or more days a week, so that you can file payroll tax returns.
- The form asks when your first domestic employee starts, or started, and how many you expect within 3 months, so you can send it before or after the start date.

How to fill out LH 593 — Register as an employer of domestic staff, step by step
1 1 Schema dienstverlening aan huis (the scheme)
Answer the Ja/Nee questions in order. Do you make arrangements with a service provider as a private individual? Do they do household tasks you would otherwise do yourself, such as cleaning, washing, babysitting, walking the dog, looking after the garden or the house, shopping or (informal) care? Do they spend at least 90% of the agreed working time on household tasks in your home? If not, do you have a liberal profession with a practice at home, and do they work at most 40% of the time for that practice? Finally, do they work for you on at most 3 days a week? Only 'Nee' to that last question leads to this form.
2 2 Uw gegevens (your details)
Your name, BSN, and home address: street, house number and addition, postcode and town. The postcode goes in six boxes as 4 digits and 2 letters.
3 3 Gegevens personeel aan huis (your staff)
The date your first domestic employee starts or started (dd-mm-jjjj), and how many domestic staff you expect to employ within 3 months from now.
4 4 Gegevens van uw gemachtigde (representative)
4a: has someone else been authorised to file the payroll tax returns for you? If so, give their name. 4b: does that representative have a BECON number? If yes, fill it in (the Belastingdienst already knows the address). If not, give their correspondence address, either a street address or a PO box. 4c: should the letters about payroll taxes go to you, to your representative, or to someone else? For someone else, give their name and address.
5 5 Contactpersoon (contact person)
Who the Belastingdienst can call with questions about this registration. It can be you, your representative or someone else.
6 6 Ondertekening (signature)
Your name and the date, then sign by hand inside the box on page 3.
Common mistakes to avoid
- Using this form for ordinary staff. If the scheme on page 1 ends at 'Nee' anywhere before the last question, the form isn't for you.
- Registering when the helper works for you on at most 3 days a week. The scheme says you then don't have to register as an employer.
- Counting hours instead of days. The form says the number of hours a day doesn't matter for the 3-day question.
- Choosing 'Ja, naar mijn gemachtigde' at 4c without naming a representative at 4a.

My cleaner comes 3 days a week. Do I need this form?
No. The form's scheme says that if the service provider works for you on at most 3 days a week, you don't have to register as an employer.
Does it matter how many hours a day they work?
No. The form says the number of hours worked per day doesn't matter; only the number of days a week does.
How often do I file payroll tax returns for domestic staff?
Once per calendar year, according to the form. The Belastingdienst tells you the period when it sends your payroll tax number.
Can someone else file the returns for me?
Yes. Question 4 lets you name a representative, such as the Sociale Verzekeringsbank (SVB), a home-care organisation or an administration office, and say where letters should go.
