ID 91 Hong Kong Extension of Stay Application: Fill Online

What is Form ID 91 (extension of stay)?

Form ID 91 is the Immigration Department's application for an extension of stay. It collects your personal and travel document details, your addresses in Hong Kong, your current condition of stay, the date you last arrived, the date you are permitted to remain until, the date you want to stay until, the reason, and the details of any sponsor.

Many people no longer use the paper form. The addendum printed with the current edition says that extensions under the Top Talent Pass Scheme, the Quality Migrant Admission Scheme, the General Employment Policy (employment and investment as entrepreneurs), the Admission Scheme for Mainland Talents and Professionals, the Technology Talent Admission Scheme, the Immigration Arrangements for Non-local Graduates, the Admission Scheme for the Second Generation of Chinese Hong Kong Permanent Residents, the Capital Investment Entrant Scheme and residence as dependants must be submitted online, and paper applications for those are no longer accepted. The paper form remains for visitors, students and other cases.

Who needs to fill out Form ID 91 (extension of stay)?

Visitors who need to stay in Hong Kong longer than the stay granted on arrival, for example to look after a sick relative.
Non-local students (and Mainland students) who need to extend their stay to continue studying.
People whose condition of stay doesn't fit the online-only schemes and who need to explain their case ('Other').

When to use Form ID 91 (extension of stay)

Before your current limit of stay expires. The guidance notes say applications under paragraph 3(II)(c) (students) are normally accepted within 4 weeks before the limit of stay expires.
When your plans change and you need more time in Hong Kong than you were given.
Not for employment, investment, talent-scheme or dependant extensions: those go through ImmD's online system.

What you need before you start

Your valid travel document (original and photocopy) and the pages showing your latest visa / entry permit, arrival stamp or landing slip, extension label and latest e-Visa where applicable.
Your Hong Kong identity card, if you have one.
Your address in Hong Kong, a correspondence address if different, and a contact telephone number.
The date of your last arrival, the date you are permitted to remain until, and the date you want to stay until.
Visitors: evidence supporting the need to stay longer, such as onward or return tickets and proof of adequate funds.
Students: a current school letter to the Immigration Department confirming you need an extension to continue studying.
A sponsor's details, if someone sponsors your stay.

How to fill out Form ID 91 (extension of stay), step by step

1 1. Personal particulars

Your name in English in letter boxes (and in Chinese by hand, if any), maiden surname, alias, sex, date and place of birth, nationality or place of domicile, marital status, Hong Kong identity card number, occupation and travel document details (type, number, place and dates of issue and expiry), e-mail, addresses, telephone and fax, and your current condition of stay: visitor, non-permanent resident or other.

The date of your last arrival, the date you are permitted to remain until, and the proposed extension date. Visitors explain their reasons in the box and attach evidence. Non-permanent residents and others tick the reason; on this paper form that means 'For study' or 'Other' (with a separate sheet of detailed justifications), because the employment, investment and dependant routes are online-only.

3 2. Particulars of sponsor

If applicable: whether the sponsor is an individual or a company or school, the sponsor's name, identity card number, relationship with you, and a company's business registration certificate number.

4 3. Declaration

You consent to enquiries and to the release and use of your information for the application and for verification, and declare everything is correct, complete and true. On a downloaded copy, pages 1 and 2 also carry a date and signature confirming each page.

Common mistakes to avoid

Using the paper form for an employment, investment, talent-scheme or dependant extension: those must be made online.
Applying after the limit of stay has already expired.
Leaving out the per-page date and signature on pages 1 and 2 of a downloaded copy.
Forgetting evidence: tickets and funds for visitors, the school letter for students.
Documents not in Chinese or English without a certified translation, which the guidance notes require.

After you fill it out

Can I still use the paper ID 91 form?

For visitors, students and other cases, yes. The addendum printed with the form says extensions under the talent and employment schemes, investment as entrepreneurs, non-local graduates, the second-generation scheme, the Capital Investment Entrant Scheme and residence as dependants must be submitted online, and paper applications for those are no longer accepted.

How much does an extension of stay cost?

The guidance notes say the fee payable for an extension of stay is shown in ImmD's fee leaflet (ID 912). The form itself is issued free of charge.

Can someone else submit it for me?

The guidance notes say you may ask a representative to submit your application, but you should be physically present in Hong Kong both at the time of application and at the time of collection of the e-Visa.

Do I need to sign every page?

On a photocopy or downloaded copy, pages 1 and 2 each have a column for the date and your signature confirming that page, and page 3 has the declaration signature.

Will I have to attend an interview?

Possibly. The guidance notes say applicants and/or their sponsors may be asked to attend interviews.
