What is Cerfa 14952 — voting by proxy?

Cerfa 14952*04, 'Vote par procuration', is the paper form a voter registered in France uses to appoint another voter to vote in their place. That other voter is the mandataire. The same form cancels proxies you gave before. French law requires no reason for being away: anyone who will be absent on polling day can give a proxy. The form refers to articles L. 71 to L. 78 and R. 72 to R. 80 of the Code électoral.

The paper form is accepted, but it only takes effect after you take it yourself, with proof of identity, to a police station, a gendarmerie, the tribunal judiciaire for your home or workplace, or another place chosen by the préfet. From abroad, you go to a French consulate. The authority checks your identity, completes its own section and gives you the receipt on page 2. The online service Maprocuration is the alternative to the paper form.

Who needs to fill out Cerfa 14952 — voting by proxy?

Voters who want to replace an existing proxy with a new one (box 1 and box 2 together).

When to use Cerfa 14952 — voting by proxy

As early as possible before the election. The proxy must be established and sent to your town hall or consulate before polling day.
For a single election, choosing the first round, the second round or both.
For a period, up to one year for a commune's list or three years for a consular list, when you will miss several votes.
Whenever you want to change your proxy or cancel it.

How to fill out Cerfa 14952 — voting by proxy, step by step

1 Vos informations

Give your birth surname, first names, date of birth and sex, and your national elector number. That number has up to nine digits and is printed on your electoral card. You can also find it on the 'Interroger sa situation électorale' page of service-public.fr.

The telephone and email are for your town hall or consulate to contact you if needed; the email is marked optional. Then tick one list only: the list of a commune, with its département or overseas collectivité, or a consular list, with the consulate and country. For Paris, Lyon and Marseille, add the arrondissement.

2 1. Vous donnez procuration pour voter à votre place à

Tick box 1 to set up a proxy and give the details of the person who will vote for you: birth surname, first names, date of birth, sex and national elector number. They must be registered to vote. Service-public.fr notes that, in France, a person can hold only one proxy made in France on a given polling day.

Then choose how long the proxy lasts. 'Pour l'élection' covers one election: give its type, for example municipal elections, and the date of its first round, and tick the first round, the second round or both. 'Jusqu'au' covers a period up to a date. The form's footnote limits this to one year for a commune's list and three years for a consular list.

3 2. Vous résiliez toute procuration établie précédemment

Tick box 2 to cancel, from the date the form is signed, every proxy you gave before. You can tick it alone to simply cancel, or together with box 1 to replace an old proxy with a new one.

4 Votre signature and Cadre réservé à l'administration

You sign in the 'Votre signature' box. The framed section below is for the authority that establishes the proxy: the officer's name, the type of authority (police, gendarmerie, tribunal, consulate or a ship's commanding officer), place, date, signature and stamp. Leave it blank; FileIt never fills it. The right-hand half of page 1, 'Réservé à l'administration', is used to send the form to your town hall.

5 Récépissé à conserver par le demandeur (page 2)

Page 2 is your receipt. It repeats your names, your proxy's names, the choices you ticked and the dates. FileIt copies these across for you. The receipt is only valid once the authority has signed it, so keep it after your visit as proof of the proxy.

Common mistakes to avoid

Posting or emailing the form. The paper form only works when you take it in person with your ID.
Printing it double-sided. The form is printed on two separate sheets.
Leaving out the national elector numbers. Both yours and your proxy's are asked for.
Giving a married name instead of the birth surname (nom de naissance).
Ticking both 'Pour l'élection' and 'Jusqu'au'. Choose one.
Choosing an end date beyond one year (commune's list) or three years (consular list). FileIt flags this.
Filling in the administration's section yourself.
Leaving it until the last moment. Your town hall must receive the proxy before polling day.

After you fill it out

Print the form from your FileIt vault on two separate sheets. Take it with a valid identity document to a police station or gendarmerie (any one), the tribunal judiciaire for your home or workplace, or another place chosen by the préfet. From abroad, go to the consulate. Sign in the 'Votre signature' box if you haven't already. The authority checks your identity and fills in its own section. If illness or disability keeps you at home, service-public.fr explains that you can ask in writing for an officer to visit.

You leave with the signed receipt (page 2). Keep it until the end of the proxy's validity. Tell your proxy which polling station to go to. They vote in your polling station, with their own ID, not a copy of yours.

Can I sign the proxy form electronically?

What is the difference between the paper form and Maprocuration?
