What is Kela Y 77e - moving to Finland?

Form Y 77e is the English version of Kela's notification of moving to Finland or employment in Finland. Kela, the Social Insurance Institution of Finland, uses it to decide whether you are covered by the Finnish social security system — and therefore whether you can get Kela benefits and a Kela card.

Kela's advice is to give this notification in its OmaKela e-service when you apply for your first benefit or Kela card. If you cannot use OmaKela, you send Y 77e by post together with your benefit application forms. Returning Finns use it too, and children under 18 who move with you are listed on it; a spouse or partner sends their own notification.

• When you return to Finland after living abroad — especially if Kela paid you benefits while you were away, so payments continue without a break.

What you need before you start

• Your Finnish personal identity code (or date of birth if you have none yet), your address in Finland and your latest address abroad.
• The country you moved from, the date of the move and how long you will stay.
• Your spouse's or partner's name and personal identity code, if you are married or cohabiting.
• Details of your work, studies, research or grant in Finland, and of any work or benefits in another country.
• The names and identity codes or dates of birth of children under 18 moving with you.
• Enclosures such as the grant decision, and Mela's insurance decision for a grant from Finland.

How to fill out Kela Y 77e - moving to Finland, step by step

1 1. Applicant

Your personal identity code or date of birth, name, address in Finland with the postal code and district, your latest address abroad, phone, e-mail and your social insurance number abroad.

2 2. Moving to Finland

Which country you moved from and when, and whether you are in Finland for a fixed period (estimated dates are fine) or for the time being. Tick 'return migrant' if that applies to you.

3 3. Family circumstances

Married, cohabiting (and since when) or in a registered partnership, with your spouse's or partner's name and personal identity code or date of birth.

4 4. Reason for moving to Finland

Fill in the parts that apply: a. work — permanent or for a period, as an employee, self-employed, posted worker, for an international organisation or other work, and whether you still work in another country; b. education; c. research or grant-supported work; d. a family member living in Finland; e. a pension or a health insurance card from another country; f. refugee; g. any other reason and your ties to Finland.

5 5. Children

Each child under 18 who moves to Finland in your care and custody: name, personal identity code or date of birth, and date of moving. There is room for four.

6 6. Coverage in another country

Whether you worked in your previous country of residence and when that ended, and whether you get or have had a benefit from another country, with the paying institution's name and address.

7 7–9. Enclosures, additional information and signature

Tick the enclosures you send, add any further information with the section number it refers to, then give the place and date, sign and print your name.

Common mistakes to avoid

• Sending a benefit application without Y 77e when you haven't notified your move in OmaKela — Kela needs both to decide your coverage.
• Leaving out children who moved with you; a spouse or partner must send their own notification.
• Typing a personal identity code with the wrong check character — FileIt checks each one.
• Forgetting enclosures for research or grant-supported work.
• Not telling Kela if you used a foreign health insurance card after coming to Finland (section 8).

The form gives Kela's Centre for International Affairs, PO Box 78, FI-00381 Helsinki, as its postal address, and kela.fi tells people who cannot use OmaKela to post their forms to Kela, PL 10, 00056 KELA. You can also give the notification in OmaKela. FileIt does not send it for you.
