What is DGT Modelo 02?

Modelo 02 (Solicitud de cambio de titularidad y notificación de venta de vehículos) is the form the Spanish traffic authority, the Dirección General de Tráfico (DGT), uses for two related procedures. A change of ownership (cambio de titularidad, often called a transferencia) registers a vehicle in the name of its new owner. A notice of sale (notificación de venta) lets the seller tell the DGT that the vehicle has been sold or handed over, so that they are no longer treated as responsible for it. The current edition is MOD. 02/2025-09-ES.

The form collects the vehicle's details, the buyer's registered address (where the vehicle will be registered), the buyer's and seller's identity details, and a declaration about transfer tax. The DGT's own guidance says that after the sale contract is signed the buyer has a maximum of 30 days to apply for the change of ownership, and that the payment, exemption or non-liability of the regional transfer tax (Impuesto de Transmisiones Patrimoniales, ITP) must be shown first. The DGT also says its offices serve private individuals only for this procedure; companies must use its electronic office.

FileIt explains every box of Modelo 02 in English, checks DNI, NIE and CIF numbers, and prints your answers neatly onto the DGT's official PDF. The buyer's name, date of birth and email can be pre-filled from the People records in your FileIt vault, and the finished form is saved there. FileIt does not submit anything to the DGT and does not pay the fee: you print the form, sign it by hand and take it to a DGT traffic office yourself.

Who needs to fill out DGT Modelo 02?

  • Private buyers of a used car, motorcycle or other vehicle who want to register it in their own name at a DGT office.
  • Private sellers who want to notify the DGT that they have sold or handed over their vehicle, so that later fines and obligations are not addressed to them.
  • Buyers who are minors or have a guardian for another legal reason, acting through their guardian.
  • Motor traders (compraventas), possessors or lessees who appear as seller or buyer in a transaction handled at an office.
  • Foreign residents in Spain buying or selling a vehicle, who identify themselves with their NIE.

When to use DGT Modelo 02

  • As soon as the sale contract is signed and the vehicle is handed over — the DGT gives the buyer a maximum of 30 days to apply for the change of ownership.
  • As the seller, when you want to protect yourself before the buyer has completed the change of ownership, by filing a notice of sale.
  • After the regional transfer tax (ITP) has been paid or its exemption or non-liability has been documented, since the DGT asks for proof before the change of ownership.
  • Only one procedure per form: the instructions on page 2 ask for a separate application for each procedure.

What you need before you start

  • The vehicle's registration number (matrícula) and date of first registration, from the registration certificate (permiso de circulación).
  • The vehicle's service code, from the list on page 2 of the form — most private cars are B-00.
  • The buyer's NIF, NIE or CIF, full name or company name, date of birth, email and phone number.
  • The buyer's registered address on the municipal register (domicilio de empadronamiento), which becomes the vehicle's address.
  • The seller's NIF, NIE or CIF and full name or company name.
  • The sale contract signed on every page by buyer and seller (or an invoice if the seller is a business), as the DGT's guidance describes.
  • Proof of payment, exemption or non-liability of the transfer tax (ITP), normally the regional form 620 or 621.
  • The DGT fee (tasa) for the procedure, paid by one of the methods listed on page 2 of the form.
  • Identity documents for the people involved, and the guardian's NIF or NIE if the buyer has a guardian.

What’s on DGT Modelo 02

The 2025 edition has 2 pages. FileIt asks for it in 6 parts:

  1. Procedure (Trámite)Applicant
  2. Vehicle details (Datos del vehículo)Applicant
  3. New address of the vehicle (Nuevo domicilio del vehículo)Buyer (comprador)
  4. Buyer (Datos del comprador / adquirente)Buyer (comprador)
  5. Seller (Datos del vendedor / transmitente)Seller (vendedor)
  6. Other details and declaration (Otros)Applicant

How to fill out DGT Modelo 02, step by step

1 Cambio de titularidad / Notificación de venta (the procedure)

Tick one box at the top: Cambio de titularidad to register the vehicle in the buyer's name, or Notificación de venta for the seller to notify the DGT of the sale. Use a separate form for each procedure.

A change of ownership is usually made by the buyer; a notice of sale by the seller. The seller's details and the buyer's details are needed either way.

2 Datos del vehículo (vehicle details)

Enter the registration number and the date of first registration (dd/mm/yyyy), then the use the vehicle is put to (Servicio al que se destina). Page 2 lists the codes: public-service codes start with A (for example A-04 Taxi) and private ones with B (B-00 for an unspecified private use, which covers most private cars).

The electronic transfer code (Código CET) and the agricultural machinery code (Código CEMA) only apply in specific cases; leave them empty if you don't have one.

3 Nuevo domicilio del vehículo (new address of the vehicle)

This is the buyer's address as it appears on the municipal register (padrón), not simply a postal address. Fill in the street type and name, number and any block, entrance, staircase, floor, door or kilometre point, then the postcode, province, municipality and locality.

The form tells you that the DGT will check identity, registered address and business-tax data electronically, so the address should match the register.

4 Datos del comprador / adquirente (buyer)

Say whether the buyer is the person acquiring the vehicle (Interesado) or a motor trader buying it for resale (Compraventa). Give the buyer's NIF, NIE or CIF, date of birth for a person, first name or company name and surnames, plus an email address and phone number. The business activity code (Código IAE) is only for buyers carrying on a business.

If the buyer has a guardian, tick Menor de edad (under 18) or Otras causas (other reasons) and give the guardian's NIF or NIE. FileIt reminds you if the date of birth shows the buyer is under 18.

5 Datos del vendedor / transmitente (seller)

Say whether the seller is the registered keeper (Titular) or a motor trader, possessor or lessee, then give the seller's NIF, NIE or CIF, first name or company name and surnames. FileIt checks the control letter of each DNI or NIE and the control character of a CIF, and warns you if buyer and seller are the same.

6 Otros (other information)

A free box for anything else relevant to the procedure. Many people leave it empty; some note the date and time the vehicle was handed over, which the DGT recommends recording in the sale contract.

7 Declaración sobre el impuesto de transmisiones patrimoniales (transfer tax declaration)

Tick this box only if you declare, under your responsibility, that the applicable regional rules do not require you to pay transfer tax on this transaction. Transfer tax is a regional tax, and the DGT asks for proof of payment, exemption or non-liability before registering a change of ownership.

8 Lugar, fecha y firmas (place, date and signatures)

Write the place and date — FileIt prints the day, the month in Spanish and the year — and sign by hand. The form has spaces for the seller's signature, the buyer's signature (not needed on a notice of sale) and the signature of the public employee who processes it at the office.

Common mistakes to avoid

  • Ticking both procedures on one form — the instructions ask for one application per procedure.
  • Giving the buyer's postal address instead of the address on the municipal register (padrón).
  • Leaving the buyer's signature off a change-of-ownership application; it's only optional on a notice of sale.
  • Going to the office before settling the regional transfer tax, or without proof that it's exempt or doesn't apply.
  • Missing the 30-day period the DGT gives the buyer after the sale contract.
  • Mistyping a DNI, NIE or CIF, or swapping the buyer's and seller's details.
  • Using the paper form for a company: the DGT says companies must use its electronic office, not the counter.

After you fill it out

Print the form and sign it by hand. Take it to a DGT traffic office (Jefatura de Tráfico) with the sale contract, proof of the transfer tax, identity documents and the fee for the procedure; the DGT's page for the procedure explains the current requirements. FileIt does not send the form, book appointments or pay the fee.

According to the DGT, once a change of ownership is processed a new registration certificate (permiso de circulación) is issued in the buyer's name. A seller who files a notice of sale should keep proof that they did so.

The completed PDF is saved in your FileIt vault, where you can keep it with the sale contract, the transfer-tax receipt and the new registration certificate.

DGT Modelo 02: frequently asked questions

What is DGT Modelo 02?

It is the DGT's application form for a change of ownership of a vehicle (cambio de titularidad) and for a notice of sale (notificación de venta). One form covers both; you tick which procedure you are applying for.

Who has to apply for the change of ownership, and by when?

The DGT's guidance says the buyer must apply for the change of ownership within a maximum of 30 days after signing the sale contract. The seller can protect themselves by filing a notice of sale.

Do both buyer and seller need to sign?

For a change of ownership, the form has spaces for both the seller's and the buyer's signatures. On a notice of sale, the form states that the buyer's signature is not required. A DGT official also signs at the office.

Can I fill out Modelo 02 online?

You can fill it in online with FileIt, which guides you through each box in English, checks the ID numbers and prints your answers onto the official DGT PDF. You then print it, sign it by hand and take it to a DGT office. FileIt does not submit it for you.

Where do I hand in Modelo 02?

At a DGT traffic office (Jefatura de Tráfico), in person. The DGT says its offices only serve private individuals for this procedure; companies must use the DGT's electronic office.

Do I have to pay transfer tax before the change of ownership?

The DGT asks you to show that the regional transfer tax (ITP) has been paid, or that it is exempt or does not apply, before it registers the change of ownership. This is normally done with the regional form 620 or 621, or an invoice if the seller is a business.

Is there a fee?

Yes, the DGT charges a fee (tasa) for the procedure. Page 2 of the form lists the ways to pay it: by card at traffic offices, by card or account debit online, or in cash or by account debit at a bank. Check the current amount with the DGT.

What does 'domicilio de empadronamiento' mean?

It is the address where the buyer is registered on the municipal register (padrón). The vehicle is registered at that address, and the DGT checks it electronically.

What service code should I choose?

Most private cars use B-00 (private, not specified). Page 2 of the form lists every code, such as B-22 for historic vehicles or A-04 for taxis.
