What is Beih 3 — increased family allowance for a disabled child?

Beih 3, the Antrag auf Gewährung des Erhöhungsbetrages zur Familienbeihilfe wegen erheblicher Behinderung, is the Austrian application for the increased family allowance for a child with a significant disability. It is published by the Federal Ministry of Finance (Bundesministerium für Finanzen, BMF) and goes to the Finanzamt Österreich. The edition covered here is Beih 3-PDF, Version vom 15.03.2024.

The increase is paid on top of the general family allowance and, as the form explains, for as long as the general allowance is paid. Under § 8 (5) of the Familienlastenausgleichsgesetz 1967, a child counts as significantly disabled if a lasting impairment (expected to last more than three years) gives a degree of disability of at least 50%, or if the child is likely to be permanently unable to support themselves, a condition that must have begun before age 21 or during later vocational training before age 25. The Sozialministeriumservice certifies this after a medical assessment. Since 1 March 2023, the data from an existing disability pass (Behindertenpass) can be used instead of a new examination.

Parents or carers who receive, or are applying for, the Austrian family allowance for a child with a significant disability or serious illness.
Families whose child has a degree of disability of at least 50%, or who is likely to be permanently unable to support themselves.

When to use Beih 3 — increased family allowance for a disabled child

When your child's significant disability or illness is diagnosed, or once you know the conditions are met.
Together with, or after, the application for the general family allowance (Beih 100), since the increase is a supplement to it.
When you want the increase backdated. The form allows up to five years before the month you apply, and you then need medical records covering that period.
Not for tax relief. The tax reduction for a disabled child is claimed separately, as an extraordinary burden on the L 1k.

A description of the child's disability or illness.
The month and year from which you apply, or the choice to backdate it to the onset (at most five years).
Whether care allowance (Pflegegeld) is paid for the child, since when, and which body pays it.

How to fill out Beih 3 — increased family allowance for a disabled child, step by step

1 The child (Kind)

The child's surname and first name in capitals, the 10-digit social security number from the child's e-card, and the child's address with postcode, town, street, house number and door.

2 You (anspruchsberechtigte Person)

Your name in capitals, your social security number, your address and a phone number. You are the person entitled to the family allowance for the child.

3 The disability

Describe the child's significant disability or illness. The form asks for capitals, and FileIt prints them for you.

4 From when

Choose either a month and year from which you apply, or 'from when the disability began', as the medical expert establishes it. Either way the form limits backdating to five years from the month you apply. For a backdated claim, the medical expert needs the child's treatment records for that period.

5 Care allowance (Pflegegeld)

Say whether care allowance is paid for the child, since when, and by which body. The form explains that this only matters for periods before 1 January 2023. Since then the 60 euros are no longer deducted from the care allowance. If care allowance is applied for or paid, tell the body that pays it about the increased family allowance.

6 Place, date and signature

Common mistakes to avoid

Applying without the general family allowance. The increase is a supplement and is only paid while the family allowance is.
Asking for more than five years of backdating. The form allows at most five years from the month of the application.
Going to the medical examination without the child's treatment records. The form asks for copies of all of them, including those for any backdated period.
Forgetting to tell the body that pays the care allowance about the increased family allowance.
Writing the description in lower case. The form asks for capitals.

The Sozialministeriumservice (Bundesamt für Soziales und Behindertenwesen) certifies the degree of disability, from an existing disability pass where there is one, or after a medical examination for which you are invited in writing. If a degree of at least 50%, or a likely permanent inability to support themselves, is confirmed, the tax office grants the increase. The form says the disability is reviewed at least every five years unless no change is expected.
