What is UI-2.9 Parental benefits?

The UI-2.9 is the Unemployment Insurance Fund's claim form for the benefits added to the Unemployment Insurance Act by its 2019 amendments: parental benefits (section 26A), adoption benefits (section 27(3)) and commissioning parental benefits for surrogacy (section 29A). You tick the benefit you are claiming at the top of the form.

The page then asks for your ID number and the child's ID number, your date of birth and gender, names, addresses, phone numbers, occupation, e-mail, education and whether you are still employed, followed by an undertaking to tell the Claims Officer when you are re-employed and to refund any overpayment.

FileIt asks each question in plain language, places every digit of both ID numbers in its own box, ticks the right boxes and checks that the ID numbers are valid, so the page you print is clean and complete.

Who needs to fill out UI-2.9 Parental benefits?

  • A parent taking parental leave after their child is born who contributes to the UIF.
  • A parent adopting a child.
  • A commissioning parent in a surrogate motherhood agreement.
  • Employees whose employer pays less than full salary during the leave, so the UIF benefit makes up the gap.

When to use UI-2.9 Parental benefits

  • When you are on parental, adoption or commissioning parental leave and want to claim from the UIF.
  • Together with the UI-2.8 banking details and, if you are still employed, the UI-2.7 completed by your employer.
  • When a labour centre asks you for the paper claim form instead of an online claim.

What you need before you start

  • Your 13-digit ID number, date of birth and contact details.
  • The child's ID number from the birth certificate or adoption papers, if the child has one yet.
  • Your postal and residential addresses with postal codes.
  • Your highest level of education.
  • Details of any earlier UIF claim made under a different identity document.
  • The supporting documents the labour centre asks for, such as the child's birth certificate, adoption order or surrogacy agreement.

How to fill out UI-2.9 Parental benefits, step by step

1 Type of benefit

Tick Parental, Adoption or Commissioning parental. FileIt marks the box beside the one you choose.

2 Identity and personal details

Enter your ID number and the child's, your date of birth and gender, then your first names and surname. The date of birth prints as day, month and two-digit year in its three boxes; the gender boxes have no printed labels, so FileIt writes the word.

3 Contact details and education

Give your postal and residential addresses with codes, a landline and cell number, occupation, e-mail and fax if you have one, and tick your highest level of education.

4 Previous application and employment

Only if you once claimed under a different identity document, give the name and ID used then. Say whether you are still employed; if you are, your employer completes the UI-2.7 as well.

5 Declaration

Read the undertaking about re-employment and overpayments, then sign by hand under 'Signature of an applicant'. FileIt prints the date on the lines below it. The columns for the official, the claims officer and the stamp are left for the labour centre.

Common mistakes to avoid

  • Ticking more than one type of benefit: each claim is for one benefit.
  • Forgetting the UI-2.7 from the employer when you are still employed, which the form says must also be completed.
  • Leaving out the UI-2.8 banking details form.
  • Mixing up your own ID number and the child's.
  • Using the UI-2.9P continuation form instead: that one is for later payments on a claim already made.

After you fill it out

Print the first page, sign it and take it with the UI-2.8, the UI-2.7 if you are still employed and your supporting documents to a labour centre.

A Claims Officer checks the claim and completes the official section to approve or refuse it.

FileIt stores the completed claim in your vault next to the child's birth certificate or adoption papers, so everything for the claim is in one place.

UI-2.9 Parental benefits: frequently asked questions

Which benefits does the UI-2.9 cover?

Parental benefits (section 26A), adoption benefits (section 27(3)) and commissioning parental benefits for surrogacy (section 29A) of the Unemployment Insurance Act. You choose one at the top of the form.

Is this the same as the UI-2.9P?

No. The UI-2.9P is a continuation form for later payments on a parental claim you have already made. The UI-2.9 is the first claim.

My employer still pays part of my salary. Do I need anything else?

Yes. The form says that if you are still employed, form UI-2.7 must also be completed. That is the employer's statement of what you were paid during the leave.

Where do I give my bank details?

On the separate UI-2.8 form, which FileIt can fill in too.

Whose date of birth goes on the form?

FileIt treats the date of birth and gender boxes as yours, the applicant's, as on the other UIF claim forms. If your labour centre reads it differently, follow their guidance.

Does FileIt submit the claim?

No. FileIt prints your answers into the Department's official PDF. You sign it and hand it in yourself.
