What is Form CPF-CA?
Form CPF-CA is the paper application to close your Central Provident Fund (CPF) account once you are no longer a Singapore Citizen or Permanent Resident — most often after renouncing Singapore PR and leaving the country. The CPF system exists for the retirement, housing and healthcare needs of Citizens and PRs, so members who are neither are expected to close their accounts and withdraw what is left. The current edition is Form CPF-CA 09/2026, a seven-page PDF from the CPF Board.
The form is not the only way to apply. If you have Singpass, CPF strongly encourages you to apply online, which is the fastest route. The paper form is for everyone else, and it comes with a strict condition: it has to be completed at a CPF Service Centre, witnessed and certified overseas (at a Singapore Overseas Mission, or by a notary followed by an apostille), or uploaded through CPF's "Write to Us" if you'll be paid into a single-name POSB, DBS, OCBC or UOB account held under your Singapore NRIC.

Who needs to fill out Form CPF-CA?
- Former Singapore Permanent Residents who have renounced PR and want their remaining CPF savings paid out.
- Former Singapore Citizens who have renounced citizenship and still have money in CPF.
- Anyone who is no longer a Citizen or PR, doesn't have Singpass, and so can't use CPF's online application.
- People who have already left Singapore and need to close their account from overseas through a Singapore Overseas Mission or a notary and apostille.
- Members without Singpass who hold a single-name POSB, DBS, OCBC or UOB account under their Singapore NRIC and want to upload the form instead of having it witnessed.
- Not for children: a parent or legal guardian closes a child's account with Form CPF-CA(C).
When to use Form CPF-CA
- As soon as your renunciation of Singapore Citizenship or Permanent Residency is complete — CPF lets you close the account and transfer your savings from then.
- Before you leave Singapore, if you can: CPF says forms completed overseas need extra verification and Mission certification, which may carry administrative charges.
- After your account has been closed automatically, to have the remaining savings paid to you; after renunciation, savings stop earning CPF interest and earn a concessionary rate for a limited period instead.
- Only if you can't use the online application — with a valid Singpass, apply online instead.
What you need before you start
- Your Singapore NRIC or CPF account number (the number on your CPF letters and statements).
- Your current passport, and both sides of your current Malaysian or other foreign identity card or citizenship certificate, if you have one.
- Where available, the documents you used while in Singapore: your NRIC or FIN card, old passports showing your NRIC number, a Singapore driving licence, and CPF letters with your name and account number.
- For ex-Citizens or ex-PRs, the ICA renunciation letter (not needed for Malaysians); for ex-PRs, the ICA entry permit (Form 5) or re-entry permit (Form 7), where applicable.
- A bank letter or statement showing your full name and the account number the money should go to.
- For an overseas account: the recipient bank's name, address and SWIFT code, the account name, any intermediary bank's details, and extra codes such as an IBAN, IFSC, BSB or routing number.
- A deed poll, change of name certificate or marriage certificate if your name has changed.
- An appointment at a CPF Service Centre or a Singapore Overseas Mission, or access to a Notary Public and your country's apostille authority.

1 Important notes on page 1
The first page repeats the ground rules: the form is only for people who are not Singapore Citizens or PRs, anyone in Singapore who can't use the alternative channels on page 7 should book a CPF Service Centre appointment, and every amendment must be signed against. Correction fluid or tape makes the form void.

2 1 Applicant's particulars
Your name exactly as in your identification document, in block letters; your Singapore NRIC or CPF account number in nine boxes; your foreign identification number and passport number; your date of birth as DD / MM / YY; a contact number, email and correspondence address, with the town or city and the country in their own boxes.
Use an address where you'll actually receive post after you leave Singapore, and include the country code with your phone number.
3 2 Bank details (the "Bank Account")
The account your CPF savings will be paid into. It must not be a trust account. A Singapore account is paid by Interbank GIRO; an overseas account by telegraphic transfer, which needs the recipient's account name, bank address and SWIFT code, plus any intermediary bank and extra details your bank gives you.
The form warns that if your bank doesn't accept Singapore dollars, the payment is converted to US dollars, and that you bear all bank charges and exchange-rate differences — including when a transfer fails because details were missing. Ask your bank for its full incoming wire instructions before you fill this part in.
4 3 Declaration and agreement
Twelve numbered statements you accept by signing. You confirm you are not a Citizen or PR and apply to withdraw everything in your CPF and CPF Investment Account; that you would have to refund those amounts with any interest if you later become a Citizen or PR; how CPFIS investments, Retirement Sum Scheme annuities, property, discounted Singtel shares and MediShield Life or ElderShield cover are handled; and consent for your bank details to be used and shared to pay you.
If you want to keep MediShield Life or ElderShield cover, sell discounted Singtel shares yourself, or keep those shares, the form says to contact CPF before you submit. Your NRIC and the date print here; sign by hand only when the officer or witness is watching.
5 4 Witness certification
Only for forms that are not completed at a CPF Service Centre or uploaded through "Write to Us". An official at a Singapore Overseas Mission, or a Notary Public followed by your country's Competent Authority issuing an apostille, certifies that you signed in their presence and certifies your original documents.
You sign again here; the witness adds their name, signature, date and official seal or stamp. FileIt prints your NRIC and the date, and the witness's name if you know it.
6 5 What to do next

7 Important notes and alternative channels (pages 5 to 7)
Page 5 lists the supporting documents; page 6 explains the payment methods and the service standard of about 12 weeks. Page 7 describes the alternative channels: applying online with Singpass, or, without Singpass but with a single-name POSB, DBS, OCBC or UOB account under your NRIC, uploading the form through "Write to Us" — in which case the bank details must be that account and section 4 is not needed.
Common mistakes to avoid
- Signing the form at home before you reach the CPF Service Centre, Mission or notary — the signature has to be made in front of the witness.
- Sending an application that isn't witnessed or certified as CPF requires; CPF reserves the right to reject it.
- Choosing "Write to Us" with a foreign account or a joint account — that route only accepts a single-name POSB, DBS, OCBC or UOB account under your Singapore NRIC.
- Leaving out the SWIFT code or intermediary bank for an overseas transfer, so the payment fails and bank charges fall on you.
- Forgetting the bank letter or statement showing your full name and account number.
- Using correction fluid or tape, which makes the form void — print a fresh copy instead.
- Applying while you are still a PR: the form is only for people who are no longer Citizens or PRs.
After you fill it out
Print the completed form from FileIt. If you're in Singapore, take it with your original documents to your CPF Service Centre appointment and sign there. If you're overseas, sign it in front of the official at the Singapore Overseas Mission, or the Notary Public, who certifies the form and your documents; then get the apostille if you went the notary route.

CPF says processing generally takes 12 weeks from when it has everything, and it won't give status updates within that time; payment then takes about 2 working days by GIRO or 5 to 12 by telegraphic transfer.

Does the form have to be witnessed?
Yes, unless you complete it at a CPF Service Centre (where officers witness it) or upload it through "Write to Us". Overseas, an official at a Singapore Overseas Mission or a Notary Public plus an apostille must witness your signature and certify your original documents.
What if my country isn't in the Apostille Convention?
Then the notary-and-apostille route isn't open to you, and the form and documents must be witnessed and certified at a Singapore Overseas Mission. Missions ask you to book an appointment; walk-in applicants may not be served.
Can the money be paid into an overseas bank account?
Yes, by telegraphic transfer. Check your bank accepts Singapore dollars; otherwise the payment is converted to US dollars. You bear all bank and conversion charges, so give complete wiring details, including any intermediary bank.
How long does CPF account closure take?
The form says CPF generally needs 12 weeks from the point it has received all the required documents. After that, the transfer itself takes about 2 working days by Interbank GIRO, or 5 to 12 working days by telegraphic transfer.
Is there a separate form for my children?
Yes. A parent or legal guardian closes a child's CPF account with Form CPF-CA(C), which asks for the child's particulars and pays the savings into the parent's or guardian's bank account.
Can I use Form CPF-CA while I'm still a Permanent Resident?
No. The form is only for people who are not Singapore Citizens or PRs, and you declare that when you sign. CPF lets you close the account once your renunciation is completed.
