What is EP2PG Register an Enduring Power of Attorney?

An Enduring Power of Attorney (EPA) made before October 2007 lets attorneys manage the donor's property and financial affairs. Once the donor is becoming, or has become, mentally incapable, the EPA must be registered with the Office of the Public Guardian (OPG) before it can be used. Form EP2PG is the application.

It has twelve parts: the donor, up to three attorneys and how they were appointed, the EPA itself, the notice given to the donor and to relatives (on form EP1PG), notice to any co-attorneys who aren't applying, fees, the attorneys' declaration, a correspondence address and additional information. Almost every answer goes in BLOCK CAPITALS, one letter per box.

FileIt asks the questions in plain English, prints every answer in capitals into the right letter boxes (accented letters included), puts the dates in their DDMMYYYY boxes, and checks the dates against each other: notices not before the EPA, the declaration not before the notices. It fills OPG's own EP2PG PDF. You sign it and post it with the EPA. FileIt never sends anything for you.

How to fill out EP2PG Register an Enduring Power of Attorney, step by step

1 The donor and the attorneys

Parts One to Four: titles, names, addresses and dates of birth in the letter boxes; for each attorney, contact details, occupation, relationship to the donor and, from Part B of the EPA, whether they act jointly, jointly and severally, or alone.

2 The EPA and the notices

Part Five gives the date the donor signed the EPA and any other EPAs. Parts Six to Eight record when notice was given to the donor personally (and by whom), to each relative, and to any co-attorney who isn't applying.

3 Fees and declaration

Part Nine asks whether a cheque is enclosed and whether you're applying for an exemption or remission. In Part Ten every applying attorney signs and dates the declaration.

4 Correspondence and additional information

Part Eleven is only needed if letters should go somewhere other than attorney one. Part Twelve is for anything else, such as further relatives or why the donor's address differs from the EPA.

Common mistakes to avoid

  • Dating the declaration before the last notice was given.
  • Applying alone when the attorneys were appointed jointly: they must all apply together.
  • Writing the town or postcode in the address lines: OPG's notes ask for them in their own boxes.
  • Not explaining in Part Twelve why the donor's address or date of birth differs from the EPA.
  • Sending a photocopy of the EPA: OPG needs the original, or a certified copy if it's lost.

After you fill it out

Download the filled PDF and check every page; sign Part Ten by hand or with FileIt's eSignature.

Post it to the Office of the Public Guardian with the original EPA and the fee (cheque payable to the OPG) or your LPA120. FileIt doesn't send anything.

Watch for objections: if one is valid, OPG suspends the application and only the Court of Protection can decide it.

Keep copies of the application and the notices in your FileIt vault.

EP2PG Register an Enduring Power of Attorney: frequently asked questions

When must an EPA be registered?

OPG's guide says the attorney registers it when they believe the donor is becoming or has become mentally incapable of handling their own affairs. It must be registered before it can be used, or continue to be used, in that situation.

Is medical evidence needed?

No. OPG's guide says it does not require formal evidence that the person lacks capacity in order to register the EPA.

How long does registration take?

If the application is complete and there are no objections or queries, OPG aims to register it 35 days from the latest date the last EP1PG notice was sent, and to return the registered EPA within five days.

What does it cost?

GOV.UK's EPA page says the fee to apply for a power of attorney rose from £82 to £92 in November 2025. If the donor can't afford it, they may get an exemption or remission using form LPA120.

Does FileIt send the application?

No. FileIt fills the official PDF; you sign it and post it to OPG.
