What is Washington Bill of Sale?
Form TD-420-065 is the Washington State Department of Licensing's Vehicle/Vessel Bill of Sale. Buyer and seller use it to record a private sale: what was sold (a vehicle or a vessel), its plate, VIN or hull number, year, make and model, the date of sale and the price, the sellers and the buyers, and whether the buyer is an immediate family member receiving it as a gift.
Completing it doesn't transfer the title or report the sale. The form says the seller removes the plate at the time of sale and submits a Report of Sale within 5 days, and the buyer applies for a new title within 15 days of acquiring the vehicle or vessel, or may pay a late fee, starting at $50 and rising to a maximum of $125.
FileIt prints your answers into DOL's PDF and can send it for e-signature to the seller and the buyer (and a second seller or buyer). The signed copy is saved in your vault. FileIt doesn't file anything with DOL.

Common mistakes to avoid
- Thinking the bill of sale transfers the title. It doesn't, and it isn't a Report of Sale.
- Leaving the plates on the vehicle. The seller removes them at the time of sale.
- The buyer missing the 15-day title deadline and paying late transfer fees.
- A VIN or hull number that doesn't match the title.
