What is Washington Vehicle Title Application?
Form TD-420-001 is the Washington State Department of Licensing's Vehicle Title Application. You use it to title a vehicle in Washington, for example after buying one, along with any plate transfer, a legal owner or lienholder, and the dealer's details if you bought from a dealer.
The one-page form covers the vehicle (VIN, condition, type, use, fuel, year, make, model, colors, weights and more), quick title, Discover Pass and park donation choices, up to two registered owners with their ID numbers and Washington addresses, a legal owner or lienholder, and a dealer certification. Each owner signs under penalty of perjury, either in front of a notary or a Washington vehicle licensing agent who certifies the signature.
FileIt asks for each part in plain language and prints your answers, including the form's own drop-down wording, into DOL's PDF. The PDF is saved in your vault. FileIt doesn't file anything with DOL.

How to fill out Washington Vehicle Title Application, step by step
1 Vehicle
Tick lease or plate transfer if they apply, then the VIN, new or used, vehicle type, primary use type, fuel type, model year, make, model, trim, body style, colors and purchase price. Answer Yes or No for quick title, Discover Pass and park donation.
2 More details
Only for vehicles that need them: GV weight rating, scale and gross weight, seats, trailer axles, equipment, rental and fleet numbers, wheels, motorcycle engine size, engine serial number, length and width.
3 Registered owners
Owner type, ID type and number, expiration date, phone, and the full name as Last, First, Middle, Suffix (or the business name), with the Washington residence address, a mailing address if it's different, a one-time mailing address and email. A second owner chooses whether you own the vehicle as joint tenants with right of survivorship.
4 Legal owner / lienholder
Fill this in only if it's different than the registered owner, such as the lender: name, type, ID type and number, ELT participant, and mailing address.
5 Dealer and signatures
A selling dealer gives the dealer type, number and name, sale and delivery dates and the vehicle status, and signs. Each owner signs and writes the date and place signed, in front of a notary or a licensing agent.
Common mistakes to avoid
- Signing at home without a notary when you plan to mail it. Without a notary, sign in front of a licensing agent.
- Leaving out a Washington residence street address. It's required on the vehicle record unless an exception applies.
- Writing the name in the wrong order. The form asks for Last, First, Middle, Suffix.
- Listing more than two owners on this form instead of using 420-001A.
- Making a false statement. The form warns it may be a felony.
