What is Form RI W-4?

Form RI W-4, the Employee's Withholding Allowance Certificate, is issued by the Rhode Island Division of Taxation. The form states plainly that federal Form W-4 can no longer be used for Rhode Island withholding purposes, so employees complete an RI W-4 for each Rhode Island employer.

It is one page. The top is a short worksheet: 1 allowance if no one else can claim you as a dependent, 1 if you can claim your spouse as a dependent, one for each dependent you will claim, and any additional allowances, capped at 10 in total. The certificate at the bottom carries that number to line 1, lets you add an extra dollar amount per pay period on line 2, and on line 3 lets you claim EXEMPT or, for a qualifying military spouse, EXEMPT-MS.

When to use Form RI W-4

  • When you start work for a new employer. Once filed, you only need a new one if you change your allowances or change employer.
  • When your dependents, marital situation or other jobs change your allowances.
  • Each year you claim EXEMPT or EXEMPT-MS: the form must be completed every year for those.
  • When you want an additional dollar amount withheld each pay period.

Write EXEMPT only if last year you had a right to a refund of all Rhode Island income tax withheld because you had no tax liability, and this year you expect a refund of all of it because you expect no tax liability. Write EXEMPT-MS if you are the spouse of a servicemember stationed in Rhode Island, moved to Rhode Island solely to be with them under military orders, and have the same non-Rhode Island domicile.

5 Signature

Sign and date under the declaration, made under penalties of perjury, that the certificate is true, correct and complete.

Common mistakes to avoid

  • Giving your employer a federal W-4 instead. The form says the federal W-4 can no longer be used for Rhode Island withholding.
  • Entering more than 10 on line 1E. The form caps the total at 10.
  • Claiming all your allowances at every job. The form suggests claiming them all on the RI W-4 for the highest-paying job and zero on the others.
  • Forgetting to renew an EXEMPT or EXEMPT-MS certificate each year.
  • Overlooking the phase-out: the form notes that if your annual wages exceed $290,800 (2026 edition), your exemption amount is phased out to zero.
