What is Form HSMV 82042?
Before Florida titles a used motor vehicle that isn't titled in Florida yet, it wants the vehicle identification number checked and the mileage declared. Form HSMV 82042 does both on one page. In Part A, you as owner physically inspect the vehicle, copy its VIN, year, make, color, body and previous state, and state the odometer reading under penalty of perjury. In Part B, someone authorized compares the VIN under the windshield and in the door jamb with what you wrote.
That verifier can be a Florida notary, a Florida licensed dealer, a law enforcement or military police officer, or a Florida compliance examiner or inspector at the tax collector or the Division of Motorist Services. The form applies to used vehicles, including trailers of 2,000 pounds or more; it isn't needed for new vehicles, mobile homes, lighter trailers, travel and camp trailers, or off-highway vehicles.
FileIt fills Part A from your answers, splits the odometer reading into the form's digit boxes, and can add the verifier's details if they give them to you. It prints onto FLHSMV's Rev. 01/15/21 PDF, which you take to your county tax collector with the title application.

How to fill out Form HSMV 82042, step by step
1 Affidavit and vehicle details
Enter the inspection date and the VIN (the motor number for vehicles through 1954), year, make, color, body and previous title state. FileIt checks that a vehicle from 1981 on has a 17-character VIN without the letters I, O or Q.
2 Odometer declaration
Choose 5 or 6 digits, enter the miles and the date read, and certify whether the reading is the actual mileage, exceeds the odometer's mechanical limits, or isn't the actual mileage. FileIt fills the digit boxes from the right.
3 Signatures
The owner or purchaser prints their name and signs. A seller can sign and print their name beside it.
4 Part B verification
The verifier dates and signs after checking the VIN. A notary prints their commissioned name, signs and seals; anyone else ticks their role, signs, prints their name and gives their badge, agency or dealer number.
Common mistakes to avoid
- Copying the VIN from paperwork instead of the vehicle.
- Entering tenths of a mile or more digits than the odometer has.
- Picking the wrong mileage statement when the odometer has been replaced or has rolled over.
- Having Part B completed by someone who isn't an authorized verifier.
- Erasing or altering an entry: the form warns that it may void the document.
After you fill it out
Have the verifier inspect the vehicle and complete Part B, then sign Part A yourself.
Take it, with the title application and the out-of-state title, to your county tax collector office.
Keep a copy. FileIt saves the filled form in the vault, alongside the vehicle's title and registration, so it's easy to find at renewal.
