What is Funeral home authorisation for tax records (Fullmakt for begravelsesbyråer)?

When someone dies in Norway, the family can apply for a means-tested funeral grant (behovsprøvet gravferdsstønad). The regulations on that grant say the deceased's assets must be documented with the latest tax return (skattemelding) or tax assessment (skatteoppgjør), and, if the deceased was married, a cohabitant or a partner, the survivor's as well. Funeral homes often handle this for the family, and this Skatteetaten form, 'Fullmakt for begravelsesbyråer for innhenting av skattemelding eller skatteoppgjør fra Skatteetaten', is the written authorisation they need to ask for those records.

The form has four blocks: the funeral home (name, organisation number, its reference and a date), the person who died, the surviving spouse, cohabitant or partner if there is one, and the person who orders the funeral. The orderer signs; if the survivor is someone else, the survivor signs too. The form carries no form number and is in Norwegian.

FileIt guides you through it in English with the Norwegian labels beside each question, checks the national identity numbers and the organisation number with their check digits, and prints your answers into Skatteetaten's own PDF, ready to sign and hand to the funeral home. The finished PDF is saved in the person's folder in your FileIt vault. FileIt never sends the form anywhere.

  • A family member or other person arranging a funeral in Norway who wants the funeral home to apply for a means-tested funeral grant.
  • A surviving spouse, registered partner or cohabitant whose own tax information must be included in the grant application.
  • Funeral homes that ask the family to fill in the authorisation before requesting the tax records from Skatteetaten.

When to use Funeral home authorisation for tax records (Fullmakt for begravelsesbyråer)

  • Soon after the death, when you and the funeral home decide to apply for a funeral grant.
  • When the funeral home asks for written permission to collect the deceased's latest tax return or assessment.
  • When the deceased was married, a cohabitant or a partner, so the survivor's tax information is needed too.

What you need before you start

  • The funeral home's name and 9-digit organisation number (on its invoice, website or in the Brønnøysund registers), and its reference number if it gave you one.
  • The deceased's full name, national identity number (fødselsnummer) or D number, last address and municipality of residence.

How to fill out Funeral home authorisation for tax records (Fullmakt for begravelsesbyråer), step by step

1 Begravelsesbyrået (the funeral home)

Give the funeral home's name and organisation number. The reference number and the date are often filled in by the funeral home itself; you can leave them empty. FileIt checks the organisation number's check digit so a typo is caught before printing.

2 Avdøde (the person who died)

Enter the deceased's full name and 11-digit national identity number, the address, postcode and town, and the municipality of residence (bostedskommune). FileIt validates the identity number's date of birth and both check digits.

3 Gjenlevende (the survivor)

Switch this part on only if the deceased was married, a cohabitant (samboer) or a registered partner. Give the survivor's name, national identity number, address and relationship, for example ektefelle (spouse). If the survivor is also the person ordering the funeral, tick that box so only one signature is expected.

4 Bestiller av gravferden (the person ordering the funeral)

Give your full name, date of birth, address and relationship to the deceased, such as sønn (son) or datter (daughter). The date of birth prints as dd.mm.yyyy.

5 Dato og signatur (date and signature)

Date the orderer's line and, when the survivor is someone else, the survivor's line. Sign by hand on the printout, or with FileIt's optional e-signature if the funeral home accepts an electronically signed copy.

Common mistakes to avoid

  • Leaving out the survivor when the deceased was married or lived with a partner; the grant rules ask for the survivor's tax information too.
  • Forgetting the survivor's signature when the survivor isn't the person ordering the funeral.
  • Mistyping an 11-digit national identity number; FileIt checks both check digits before printing.
  • Giving the funeral home's name without its organisation number.

After you fill it out

Sign the printed form (both signers where needed) and give it to the funeral home, which uses it to collect the tax records from Skatteetaten for the grant application.

Ask the funeral home which other documents the grant application needs and when it will be sent.

Keep your copy: FileIt saves the filled PDF in your vault, next to the other papers you gather after the death.
