What is RF-1402E - Notification of a move out of Norway?

RF-1402E is the Norwegian Tax Administration's (Skatteetaten) English form for reporting a move out of Norway to the National Registry (Folkeregisteret). Skatteetaten asks you to report a move when you intend to stay abroad for at least six months, and no more than 31 days before you leave. The form itself says it is only for moves to a country other than the Nordic countries: if you move to Sweden, Iceland, Finland, Denmark, the Faroe Islands or Greenland, the move only needs to be reported in the country you move to.

On one form you can report the move for yourself, your spouse or partner, a cohabitant you have children with, and children you have parental responsibility for (up to six people). It asks for your address abroad, which becomes your registered postal address, an optional different postal address, and ten questions about the ties you keep to Norway, such as work, a home and family staying behind. Who needs to fill out RF-1402E - Notification of a move out of Norway?

  • People registered in Norway who are moving to a country outside the Nordic region for at least six months.
  • Families moving together: one form covers you, your spouse or partner, a cohabitant you share children with, and children you have parental responsibility for.
  • Parents whose child is moving abroad alone (part G).
  • People posted abroad for military or diplomatic service (question H10).
  • Anyone who prefers a paper form to reporting the move online.

When to use RF-1402E - Notification of a move out of Norway

  • When you are about to move abroad for six months or more, and no more than 31 days before your departure.
  • Not for a move to Sweden, Iceland, Finland, Denmark, the Faroe Islands or Greenland: that move is reported in the country you move to.
  • Not if you only have a D number: Skatteetaten says you don't report a move out in that case.
  • Use part F only if your post should go to another address than where you'll live abroad.

What you need before you start

  • The Norwegian national identity number (11 digits) of everyone moving.
  • Each person's marital status and their occupation, employer and workplace after the move.
  • The moving date and the country you are moving to.
  • Your full address abroad, and any other postal address you want post sent to.
  • Answers about your ties to Norway: how long you'll be away, weeks per year in Norway, work, a home in Norway and whether it's rented out, a home in the new country, and family staying behind.
  • A copy of valid ID for each person signing (passport, national ID card, driver's licence, or other ID with date of birth, name, signature and photo).
  • Documentation where the form asks for it: a signed rental agreement (H6), proof of a home abroad (H7), confirmation of school or day care for a child moving alone (G2), and papers for military or diplomatic service (H10).

How to fill out RF-1402E - Notification of a move out of Norway, step by step

1 A The person completing the form

Your full name, national identity number, email and phone number, and whether you are moving yourself. If you are, FileIt lists you as the first person in part D.

2 B–C Moving date and country

The date you move, printed in the day, month and year boxes, and the country you are moving to.

3 D Who is moving?

Up to six people: name (last name first), national identity number, marital status, occupation, employer and workplace after the move, and whether the stay abroad is related to education. For people under 18, those with parental responsibility report the move; children over 18 who are listed must also sign.

4 E Where will you stay abroad?

Your address abroad. It becomes your registered postal address abroad, and any postal address registered before is deleted. Use c/o only if you borrow someone else's mailbox.

5 F Postal address

Only if your post should go to another address, abroad or in Norway. The form reminds you to tell Posten and your contacts about the change.

6 G When children move alone

Who the child will stay with and their relation to the child, and whether the child will go to day care or school (attach confirmation).

7 H Your attachment to Norway

Ten questions the form asks you to answer in full: how long you'll stay abroad, weeks per year in Norway, work in Norway, a home in Norway and whether it is available to you or rented out, a home in the new country (or your connection to the address), whether your spouse or children under 18 stay in Norway, and military or diplomatic service.

8 I–J Identification, date and signature

Tick the ID copies you attach, then date and sign. With shared parental responsibility for a child under 18, both parents sign.

Common mistakes to avoid

  • Using this form for a move to a Nordic country. That move is reported in the country you move to.
  • Reporting too early. Skatteetaten asks for the report no more than 31 days before you leave.
  • Forgetting to attach a copy of ID for each person signing.
  • Leaving questions in part H unanswered. The form asks you to answer all of them.
  • Only one parent signing when parental responsibility for a child under 18 is shared.
  • Children over 18 not signing when they are listed on the form.
  • Assuming the move ends your Norwegian tax liability. Skatteetaten says it doesn't by itself.

Print the PDF, have everyone obliged to report the move sign part J, and attach copies of ID and any documentation the form asks for.
