What is B07003 residence permit for a child born in the Netherlands?

A child born in the Netherlands doesn't automatically become Dutch. If neither parent passes on Dutch nationality, the child needs a residence permit to live here, and the IND's form B07003, 'Aanvraag verblijfsvergunning: in Nederland geboren kind', is how a parent with parental authority applies for it. The same form is used to extend that permit; the IND asks to receive an extension before the permit ends, but not more than 3 months before. A child aged 12 or older may apply too.

The application covers the child's details, the sponsor (referent, the parent whose name goes on the residence document and whose situation decides how long the permit is valid), the applying parent when the other parent is the sponsor, any authorised representative, the type of application, an mvv exemption for a first permit or changed circumstances for an extension, and where you will collect the permit. The attached 'Bijlage Verklaring referent' is signed by the sponsor. The form is in Dutch.

FileIt asks every question in English with the Dutch wording shown, skips the parts that don't apply to you, checks BSNs with the eleven test, and copies the sponsor's and child's details into the sponsor declaration so you type them only once. It prints everything into the IND's own PDF and saves it in your child's folder in your FileIt vault. FileIt never sends the application; you post it to the IND yourself.

How to fill out B07003 residence permit for a child born in the Netherlands, step by step

1 1. Gegevens kind (the child)

Name, sex, date and place of birth, nationality, marital status, address, contact details and whether the child has a passport. FileIt checks the BSN and that the child was born in the Netherlands.

2 2. Gegevens referent (the sponsor)

The sponsor's identity, marital status and residence status (Dutch, a permit for work, study, asylum, EU mobility, another permit, a pending application, privileged or none), plus address and contact details. You choose who the sponsor is.

3 3. Gegevens ouder met gezag (the applying parent)

FileIt first asks who is applying. Only if you have parental authority and the other parent is the sponsor do you give your own details here; otherwise this part is skipped, as the form explains.

4 4. Gegevens gemachtigde (representative)

Say whether someone else applies for you and whether that's your lawyer. A lawyer gives the firm and contact details; for someone else, add the IND's authorisation form (Verklaring machtiging).

5 5-7. Type of application, mvv exemption, changed situation

Choose the child's nationality group and first permit or extension. For a first permit with an mvv-required nationality, say whether you ask for an mvv exemption and on what grounds. For an extension, say whether the child's or sponsor's situation changed and how.

6 8-9. Collection and signature

Pick the IND desk where you'll collect the permit, then give the name and initials of the person applying, the place and the date. The IND asks you to sign in black or dark blue pen.

7 Bijlage Verklaring referent (sponsor declaration)

FileIt copies the sponsor's and child's details from parts 1 and 2. The sponsor adds the address where they keep the records about the child, the place and date, and signs.

Common mistakes to avoid

  • Applying for an extension too early (more than 3 months before expiry) or after the permit has expired.
  • Forgetting the sponsor declaration at the back, which must always be filled in.
  • Choosing a sponsor without checking how long the child's permit will then be valid.
  • Leaving out documents from the checklist; the IND says the decision then takes longer.
  • Signing with a pencil or coloured pen instead of black or dark blue.

After you fill it out

Sign page 9 and have the sponsor sign the declaration, then post the form with copies of the documents to IND, Postbus 16, 9560 AA Ter Apel.

The IND sends a letter explaining how to pay the fee, and you can follow the application in MijnIND.

Keep the PDF FileIt saves in your child's vault folder, and add the residence document's expiry date when it arrives so FileIt can remind you before the next extension.

B07003 residence permit for a child born in the Netherlands: frequently asked questions

Who can submit this application?

The parent with parental authority. A child aged 12 or older may also apply; 'you' in the form then still means the parent with authority.

Who should be the sponsor (referent)?

You choose. The form explains that the child's permit ends with the sponsor's temporary permit, while a Dutch sponsor or one with a permanent permit gives the child a 5-year permit.

Does my child need an mvv?

Children with certain nationalities need a provisional residence visa (mvv) unless an exemption applies. Question 5.1 lists the nationalities that don't; ind.nl/mvv and ind.nl/mvv-vrijstelling explain the rest.

Do I have to fill in the sponsor declaration separately?

In FileIt, no: the sponsor's and child's details are copied into it, and the sponsor only adds the records address, place, date and signature.

Can I fill it in online?

Yes. FileIt lets you answer in English and prints into the IND's PDF, free on every FileIt account. You sign and post it yourself.

Does FileIt send it to the IND?

No. FileIt never submits anything; you post the signed form and documents to the IND.
