What is HZMO form 1.7 (child allowance)?

Doplatak za djecu is Croatia's child allowance: a monthly payment for families whose household income is under the legal threshold. It is administered by the Hrvatski zavod za mirovinsko osiguranje (HZMO), the Croatian Pension Insurance Institute, and claimed on Tiskanica 1.7, the Zahtjev za ostvarivanje prava na doplatak za djecu.

The three-page form covers the applicant (name, OIB, date of birth, address, relationship to the children, work status and marital status), any employment, pension, residence or child allowance in another EU/EEA country or Switzerland, a table of up to 15 children being claimed for, and a table of up to 10 other household members. HZMO uses the household to check the income test against official records.

Who needs to fill out HZMO form 1.7 (child allowance)?

Families living in Croatia who support children and whose household income may be under the child allowance threshold.
Grandparents, step-parents and guardians who support a child in their household.
Adult children without both parents who are in regular schooling and claim for themselves.
Families where a parent works, draws a pension or lives in another EU/EEA country or Switzerland, whose claim is handled under the EU coordination rules.

When to use HZMO form 1.7 (child allowance)

When you first claim child allowance, for example soon after a birth: for a newborn the right runs from the birth if you apply within one month.
Every year between January and 1 March, to continue the allowance from 1 March, as HZMO's guidance describes.
Changes during the year (a birth, divorce, moving, a new job, a child leaving school) are reported to HZMO within 15 days.

What you need before you start

Your OIB, date of birth and full address, and your father's first name (the form asks for it after the surname).
The OIB, name and date of birth of every child you claim for, and of every other household member.
Your work status and marital or partnership status.
A bank's confirmation (potvrda banke) of the account for payment, when you claim for the first time or change account.
For any EU/EEA or Swiss link: a copy of the foreign employment contract or pension decision, proof of the net income earned abroad in the previous year, and a copy of any foreign decision on child allowance, as the form's notes list.
If a child has been granted accommodation or organised housing services, a copy of that decision.

How to fill out HZMO form 1.7 (child allowance), step by step

1 Questions 1 to 4 — Applicant

Surname, father's first name in brackets and first name; the 11-digit OIB; date of birth as DDMMGGGG; and the address with postcode and town, place of residence, street and house number, and country. FileIt builds the name and address lines in the order the form asks for.

2 Questions 5 to 7 — Relationship and status

Question 5 is your relationship to the children: parent, step-parent, grandparent, guardian, a person appointed by the Croatian Institute for Social Work or a court, or an adult child without both parents. Question 6 is your status: employed, self-employed tradesperson, pensioner, farmer, unemployed or other. Question 7 is whether you are married or in a common-law union, not, or divorced, or claiming for a child of a Croatian war veteran who was killed or is missing.

3 Questions 8 to 11 — Links to other countries

Whether you or your (former) spouse or partner work or get a pension abroad (8), live abroad (9), whether the children live abroad (10), and whether child allowance has been obtained abroad (11). Each asks for the country, from twelve printed codes or another code you write in, and the date it began. Question 11 also asks for the foreign institution's name and address and the foreign file number.

4 Question 12 — Children

One row per child you claim for who lives with you: OIB, name, date of birth, relationship (child, stepchild, grandchild or ward), and four ticks: schooled under the rules for children with developmental difficulties, granted accommodation or organised housing services, child without one parent, and child without both parents. 5 Question 13 — Other household members

Everyone else in your household with their OIB, name, date of birth and kinship: spouse or common-law partner, child, grandchild, or other member. HZMO works out the household's total income from official records.

6 Page 3 — Signing and contact details

Write the place and date, and sign as the applicant, which confirms the details and your consent to HZMO using and exchanging them with the competent institutions. Add a telephone, mobile and e-mail address for contact.

Common mistakes to avoid

A mistyped OIB. FileIt checks every OIB's check digit before you print.
Leaving household members out of question 13: the means test counts the whole household.
Forgetting the bank confirmation when claiming for the first time or changing account.
Not ticking a country in questions 8 to 11 when a parent works, receives a pension, lives or has claimed child allowance in another EU/EEA country or Switzerland, or leaving out the extra documents the notes list for those cases.
Missing the January to 1 March window for continuing the allowance, or the 15-day deadline for reporting changes.

Who can claim doplatak za djecu?

HZMO's guidance says a parent, a person exercising parental care under a decision of a competent body, an adoptive parent, a guardian, a step-parent, a grandparent, or a person to whom a competent body has entrusted the child's daily care can claim it for all the children they support. An adult child without both parents who is in regular schooling can also claim.

Until what age is child allowance paid?

According to HZMO, up to age 15 (to the end of that school year), then while the child is in regular secondary schooling, at most to the end of the school year in which the child turns 19 (20 for five-year secondary schools), and up to 21 for a child schooled under the rules for children with developmental difficulties.

From when is the allowance paid?

From the day the application is made. For a newborn, from the day of birth if the application is made within one month of the birth.

Do I have to apply every year?

HZMO re-decides the right every year from 1 March, based on a new application made from January to 1 March, using the household's income in the previous calendar year.

What if a parent works in another EU country?

Tick the country in question 8 and give the date the work began. HZMO then applies the EU coordination rules, and you attach a copy of the foreign employment contract and proof of the net income earned abroad, as the form's notes list.
