What is Kela SA 1e - conscript's allowance?
Form SA 1e is Kela's English application for conscript's allowance (asevelvollisen avustus). It can be applied for by a person in compulsory military service, voluntary military service for women or non-military service, or by a family member of that person — as printed on the form, a cohabiting partner with whom the conscript has a child, a married spouse, or a child for whom maintenance assistance is applied for.
One form covers every type of assistance: housing assistance (rent or maintenance charges, water, housing invoices and housing-loan details), maintenance assistance for a child, assistance towards interest payments on student loans, and special assistance for a family member's necessary costs. It also asks about income during the service. As printed on the form, the earliest Kela can grant the allowance is from the beginning of the month in which the application reaches Kela; for student-loan interest, apply in the month the interest is due.

Who needs to fill out Kela SA 1e - conscript's allowance?
- Conscripts in compulsory military service, women in voluntary military service, and people in non-military (civilian) service with housing costs or a student loan.
- A cohabiting partner with whom the conscript has a child, or the conscript's married spouse, who needs help with housing or necessary costs during the service.
- Families applying for maintenance assistance for the conscript's child.

When to use Kela SA 1e - conscript's allowance
- At the start of the service, or as soon as housing costs, maintenance or loan interest arise — the allowance can't be granted for months before the application reaches Kela.
- In the month a student-loan interest payment is due.
- In the month a special-assistance cost was paid.
- To adjust housing assistance that was granted earlier.
What you need before you start
- Personal identity codes of the applicant and the person in service, the start date and place of service, and your bank account (IBAN).
- For housing assistance: the address, type of housing, rent or maintenance charge, water charges, any housing invoices, housing loan details, other residents, and the landlord's bank details if Kela pays the landlord.
- For maintenance assistance: the child's name and identity code, the child support amount, and a court order or a maintenance agreement confirmed by the child welfare officer.
- For student-loan interest: the interest and fees, due date, bank and loan number.
- Estimates of net income during the service, for the person in service and a family member applicant.

How to fill out Kela SA 1e - conscript's allowance, step by step
1 1–4. Applicant, bank account and the person in service
Your personal identity code and whether you are the person in service or a family member, your bank account, then the person in service's name, identity code, start date, place and type of service. A family member also gives their own name and phone number in section 4.
2 5. Housing assistance
The address and type of housing, since when you have rented (and why, if it was recent), the rent or maintenance charge, other charges, water, invoices with a due date during the service, any housing loan, other residents, and whether Kela should pay you or the landlord.
3 5. Maintenance assistance
The child's name and identity code, the current child support per month and the bank account for the payment.
4 5. Student-loan interest
How often you pay interest (monthly, every three months or every six months), the amounts and due date, and whether the assistance is paid to you or the bank.
5 5. Special assistance
Only for a family member: necessary and reasonable child care, healthcare or other costs you have paid yourself, with what, when, how much and to whom.
6 6–9. Income, enclosures, additional information, signature
Net income during the service for the person in service and, for a family member, their own; tick the enclosures; add details with the section number; then give the place and date and sign above your printed name.
Common mistakes to avoid
- Applying late — the allowance can't be granted for months before the application reaches Kela.
- Applying for special assistance as the person in service: the form says only a family member can get it.
- Applying for maintenance assistance with only a parents' agreement — a court order or an agreement confirmed by the child welfare officer is needed.
- Leaving out the landlord's reference number when Kela should pay the landlord.
- Including late-payment interest or extra charges in an invoice amount.
