What is Form SSA-632?
When Social Security says it paid you too much, Form SSA-632-BK is how you ask it to waive collection: the overpayment wasn't your fault and you can't afford to pay it back, or repaying would be unfair for some other reason. You can also use it just to ask for a lower monthly repayment than SSA asked for.
Section I asks how the overpayment happened and why you weren't at fault: whether you reported the change, when and to whom. Section II is a financial statement: money on hand, assets, vehicles and property, everyone's monthly income and the household's monthly expenses, so SSA can see what you can afford.
FileIt pre-fills the name from your vault, shows only the questions that apply (skipping 13 to 22 if you receive cash public assistance), adds up the asset, income and expense totals and the comparison in question 20, checks that each explanation fits its box, and prints it all on SSA's own PDF (01-2018 edition).

- Answering questions 13 to 22 when you said Yes to receiving cash public assistance in question 12.

What if I disagree that I was overpaid at all?
Then you can appeal the decision with Form SSA-561, Request for Reconsideration. Form SSA-632 is for asking SSA not to collect, or to collect less.
