What is Form TD 25 (vehicle transfer of ownership)?
When you sell or buy a used vehicle in Hong Kong, the registered owner and the new owner both complete form TD 25. The registered (old) owner gives the registration mark, the vehicle's class and chassis number and the selling price, and declares that the vehicle and its documents have been handed over. The new owner gives their particulars, residential address, e-contact means and third party insurance, and declares the price of purchase.
The PDF has an original (page 1) and a duplicate (page 3). Within 72 hours of the transfer, the new owner takes the original to a licensing office with the documents and fee, and the old owner sends the duplicate to the Vehicle Records Office. FileIt prints every answer on both copies and crosses out the titles and number captions you don't use, as the form asks.
FileIt fills the Rev. 11/2024 edition and saves the finished PDF in your vault. Both owners then sign the original and the duplicate.

- An e-contact means that hasn't been verified on the TD website.
- Registering the vehicle to an unincorporated firm. It must be in the name of the proprietor or principal partner.
- Forgetting to sign the duplicate as well as the original.

Who submits form TD 25?
The new owner submits the original at a licensing office. The old owner sends the duplicate (page 3) to the Vehicle Records Office. Both within 72 hours of the transfer.
Can I post the form?
No. The notes say postal applications aren't accepted. Apply in person or through an agent, who brings their own original identity document.
What does the e-contact means box need?
A Hong Kong mobile number or e-mail address that has been verified on the Transport Department's website within the 3 months before you submit.
Why does FileIt cross out the titles?
The form asks you to delete whichever is inapplicable for items marked *, so FileIt crosses out the titles and number captions you didn't choose, on both copies.
Can FileIt print Chinese names?
No. The Chinese name boxes stay blank for you to fill in by hand. The English name rows are filled in.
What happens to the old owner's insurance?
The notes say the previous owner's third party policy stops being effective on transfer, so the new owner needs cover in their own name before applying.
