What is TD 555 (learner's driving licence)?

Form TD 555 is the application for a learner's driving licence in Hong Kong for four vehicle classes: private car (class 1), light goods vehicle up to 5.5 tonnes (class 2), motor cycle (class 3) and motor tricycle (class 22). You mark an A beside a class code when you will learn on a vehicle with automatic transmission.

Besides your particulars, e-contact means and addresses, the form has a health declaration: whether you have a physical handicap, any disease or disability listed in the First Schedule to the Road Traffic (Driving Licences) Regulations, whether you need glasses or hearing aids to drive, and whether a licence has ever been refused on medical grounds. The form's note says that, except for motorcycles, you don't have to apply for the learner's licence at the same time as the driving test.

FileIt prints your answers into the Transport Department's own PDF, writes the class codes for you, ticks the right boxes in both the Chinese and English lists and fills in the mailing slip if you apply by post. The form only accepts a handwritten signature, so you print it from your vault and sign it.

How to fill out TD 555 (learner's driving licence), step by step

1 Part A: your particulars

Title, name in English (surname first), optional Chinese commercial codes, date of birth, identity document number, e-contact means, residential address, a correspondence address if needed, and a daytime phone number.

2 Part B: what you're applying for

Tick the vehicle classes and whether each has automatic transmission; FileIt writes the codes. Then say whether this is a first application, a re-application for an expiring or expired licence, or adding a class.

3 Part C: health and declaration

Answer the questions on physical handicap, scheduled diseases, glasses, hearing aids and any past refusal. You also declare you hold only one test form for these classes and aren't disqualified. You can name an agent in item (7).

4 Documents and fee

Tick each document you enclose. FileIt ticks the same item in both the Chinese and the English list.

5 By post or drop-in box

Give your bank and cheque details. FileIt copies your name and address onto the mailing slip for the licence.

Common mistakes to avoid

  • Signing electronically: the form says digital or printed signatures are not accepted.
  • Leaving out the Road Test (Part C) appointment letter for a motorcycle learner's licence.
  • Forgetting the TD256 medical certificate if you are 70 or above.
  • Answering 'yes' to a health question without saying which disease or disability it is.
  • Sending cash or your original identity document by post or through a drop-in box.

After you fill it out

Print the form from FileIt and sign it in ink.

Post it with the documents and fee to the Transport Department Kowloon Licensing Office, 2/F, Cheung Sha Wan Government Offices, 303 Cheung Sha Wan Road, Kowloon, use a licensing office's drop-in box, or apply in person. FileIt does not submit anything for you.

The licence arrives by registered post within about 10 working days. Save it in your vault with its expiry date so FileIt reminds you before it lapses.

TD 555 (learner's driving licence): frequently asked questions

Do I need a learner's licence before booking the driving test?

Not for cars and light goods vehicles. The form's note says applicants for driving tests other than motorcycle tests don't have to apply for the learner's licence at the same time; they can apply later, depending on their learning schedule.

What does the A after a class code mean?

It marks a vehicle with automatic transmission, for example 1A for an automatic private car.

Which medical conditions do I have to declare?

Those listed in Part D of the form, the First Schedule to the Road Traffic (Driving Licences) Regulations, such as epilepsy, uncontrolled diabetes and conditions causing fainting or muscular incoordination. Deafness alone isn't one, but you must say if you need hearing aids.

Can a non-resident apply?

Yes. The required documents say non-Hong Kong residents give a passport or valid travel document instead of a Hong Kong identity card.

Can I sign it with FileIt's e-signature?

No. This form only accepts a handwritten signature, so FileIt doesn't offer an e-signature step for it.
