What is TD 559 (change of particulars)?
Form TD 559 is how a driving licence holder or registered vehicle owner in Hong Kong tells the Transport Department that something on their record has changed. On the personal side that covers a new name, a new identity document number, a new contact phone number, a new company contact person, adding or deleting a driving restriction such as glasses or hearing aids, and a new residential or correspondence address.
On the vehicle side it covers new colours, engine number, cylinder capacity, rated power, body type, overall dimensions, permitted weights, seating and standing capacity and propulsion. It does not cover a change of vehicle class. The Transport Department's notes say a change of name, address, e-contact means or identity document must be notified in writing within 72 hours.
FileIt prints your answers into the department's own PDF, ticks each item you change and crosses out the words that don't apply, as the form asks. The finished notice is saved in your vault, ready to sign.

Common mistakes to avoid

- Forgetting proof of the new address, which must be issued within the last 3 months.
- Reporting a vehicle change without the vehicle registration mark in Part A.
- Using this form for a change of vehicle class, which it excludes.
- Leaving out the company chop when a company is the applicant.
After you fill it out
Print the notice from FileIt and sign Part D, by hand or with FileIt's e-signature step (a company also stamps its chop).
Hand it in with the documents at a Transport Department licensing office, or post it to the Kwun Tong Licensing Office, P.O. Box 68115, Kowloon East Post Office, as the slip on the form shows. FileIt does not submit anything for you.
Update the address on your other records too, and keep the new registration document or licence in your FileIt vault.
