What is TD 320 (driving licence particulars)?

Form TD 320 asks the Transport Department to issue a certificate of driving licence particulars: an official statement of the details held on a Hong Kong driving licence. People usually need one when they move abroad and want to exchange their Hong Kong licence for a local one, or when an employer, insurer or overseas licensing office asks for proof of their driving record.

The form has two parts. Part A holds the licence holder's name, identity document number, residential address (and a correspondence address if mail can't reach the home address) and a daytime phone number, then the holder's declaration, where they can also appoint an agent to hand the form in and collect the certificate. Part B is only for someone the licence holder has authorised in writing to obtain the certificate on their behalf.

FileIt prints your answers into the Transport Department's own PDF in capitals, one letter per box, crosses out the titles that don't apply, ticks the documents you are handing in and fills in the cut-off slip for a postal application. The finished form is saved in your vault, ready to sign.

Fee

How to fill out TD 320 (driving licence particulars), step by step

1 Part A: the licence holder

Title, name in English (surname first), identity document number and daytime phone number. The titles that don't apply are crossed out, as the form asks you to delete them.

2 Part A: addresses

The residential address is used as the holder's registered address with the Transport Department, and the notes say every vehicle and licence record under the same identity document changes to it. Add a correspondence address only if mail can't reach you at home.

3 Part A: declaration

When the licence holder applies, they sign this. Item (1) lets the holder appoint an agent by name and identity document number to submit the form and collect the certificate.

4 Part B: authorised applicant

Only when someone else applies with the holder's written authority: their title (including company or organisation), name, identity document or company number, address, phone, signature and date.

5 Documents, fee and post slip

Tick the documents enclosed and the fee. For postal or drop-box applications, give a name and return address for the certificate and the remittance details of your cheque or cashier order.

Common mistakes to avoid

  • Signing the Part A declaration when someone else is applying: they skip it and complete Part B instead.
  • Forgetting the licence holder's original letter of consent when an authorised person applies.
  • Giving an old residential address: the notes say the address on this form updates all your Transport Department records.
  • Sending cash by post, or a cheque without your name, the first four characters of your identity document number and a phone number on the back.
  • Posting the envelope with too little postage: underpaid mail is not accepted.

After you fill it out

Print the form from FileIt and sign it (the licence holder on page 2, or the authorised applicant on page 3), by hand or with FileIt's e-signature step.

Post it with the documents and fee to the Transport Department, Kwun Tong Licensing Office, P.O. Box 68115, Kowloon East Post Office, Kowloon, put it in a drop box, or take it to a licensing office. FileIt does not submit anything for you.

If the certificate hasn't arrived 4 weeks after you applied by post, call the Transport Department on 2804 2600. Keep the certificate with your driving records in FileIt.
