What is Form ID 683 (travel document endorsement, child under 11)?
Children under 11 who are Hong Kong permanent residents often hold a foreign or Mainland travel document rather than an HKSAR passport. Form ID 683 asks the Immigration Department (ImmD) to put an endorsement in that valid travel document. The endorsement states either that the child's eligibility for a Hong Kong permanent identity card has been verified, or that the holder has the right to land in Hong Kong.
The application goes with the verification of the child's eligibility for a permanent identity card. The guidance notes say the child must be in Hong Kong legally when it is made. A parent or legal guardian completes it, declares that it is true, and gives their own identity card number, telephone and Hong Kong address.
FileIt fills the child's particulars, the endorsement type and the parent's declaration into ImmD's own PDF, one letter per box where the form has boxes. It checks the child is under 11 and saves the form in the child's vault folder. FileIt doesn't send it anywhere.
