What is Cerfa 12819 - certificat de non-Pacs?
A PACS (pacte civil de solidarité) is a civil partnership between two adults in France. Before registering one, each partner shows they are not already bound by a PACS. Service-public.gouv.fr says that if you are a foreign national born abroad, you must provide a certificate of non-PACS. It comes from the Service central d'état civil (SCEC) in Nantes, part of the French Ministry of Foreign Affairs.
The form says the document you receive combines three certificates: non-PACS, non-registration in the répertoire civil, and non-registration in the répertoire civil annexe. Service-public.gouv.fr says you can request it online through a téléservice, or by post with cerfa 12819. The paper form asks only for your identity, your address and how to contact you, then your signature.

- Using the form when you were born in France. It is only for foreign partners born abroad.
