What is ONEM form C1 (personal and family situation)?

The C1 is the ONEM (Office national de l'emploi / RVA) form on which an unemployed person declares their personal and family situation. You complete it when you apply for unemployment benefits, when you change payment body, and whenever something it asks about changes: your address, your household, your activities, other income, your bank account or your trade union dues.

Your household situation (living alone, with a family, or as a cohabitant) affects the amount of your benefits, so the form asks who you live with and what income they have. It also asks about studies and training, secondary activities and self-employment, pensions and other benefits, how you want to be paid, and for workers from outside the EEA, their residence permit and access to the labour market.

FileIt fills in ONEM's own PDF in French, as printed, and repeats every answer on all three copies: for the ONEM office, for the payment body and for you. You sign each copy and hand it to your payment body, your trade union's payment office or the CAPAC.

How to fill out ONEM form C1 (personal and family situation), step by step

1 My identity and why I hand in this C1

Give your NISS, name, date of birth, nationality and the address where you actually live, then tick every reason that applies: applying for benefits, changing payment body or declaring a change, with the date for each.

2 My family situation

Say whether you live alone, pay maintenance or are separated with part of your income paid to your spouse under a court decision, and list everyone you live with, with their income. Name any partner or other adult (not a child) who is financially dependent on you.

3 My activities and my income

Answer each question about studies, training, paid mandates, secondary activities, company directorships and self-employment, then about pensions, sickness or invalidity benefit, accident compensation and training benefits. Some Yes answers need an extra form (C1A, C1B, C1C or C46).

4 Payment, union dues and residence

Choose bank transfer (Belgian or foreign SEPA account) or a circular cheque, say whether union dues should be deducted if that has changed, and, for workers from outside the EEA or Switzerland, give your refugee, statelessness or residence permit status.

5 My declaration

Tick the three declarations (all three are required, or the application can't be processed), tick the documents you enclose, date and sign.

Common mistakes to avoid

  • Leaving one of the three declaration boxes unticked.
  • Forgetting someone in the household, or their income.
  • Not reporting a change because benefits are already being paid.
  • Answering Yes to a secondary activity or a pension without enclosing the C1A or C1B, or saying your earlier one is unchanged.
  • Filling in the family situation for temporary unemployment when you don't follow sandwich training.

After you fill it out

Print the PDF, sign each of the three copies, and hand pages 1 to 4 to your payment body with any documents you enclose. Keep pages 5 and 6 for yourself.

Your payment body sends the C1 to ONEM.

Keep your copy in your FileIt vault so you can see what you last declared.

Where do I hand in the C1?

To your payment body (organisme de paiement): the payment office of your trade union, or the CAPAC if you are not a union member.

Why are there three copies?

The PDF contains the same declaration three times: one for the ONEM office (BC), one for the payment body (OP) and one for you. FileIt fills in all three.

Do I need a new C1 when my situation changes?

Yes. The declaration says you must report every change to your payment body, and you can be sanctioned if you don't.

Do I have to fill it in in French?

This is the French edition, so the printed form is in French. FileIt explains each question in English, and you can answer names, places and remarks as they are.

Does FileIt send the form?

No. You sign it and hand it to your payment body yourself.
