What is VA Form 10182?
VA Form 10182 is the Notice of Disagreement for the Board of Veterans' Appeals. It's for decisions dated on or after February 19, 2019, when you want a Veterans Law Judge, rather than another VA office, to decide one or more issues. The instructions point to VA Form 20-0995 for a Supplemental Claim and VA Form 20-0996 for a Higher-Level Review instead.
The form is a single page: your personal details, one of three Board review options (direct review, evidence submission, or a hearing in person, by videoconference or online), up to five issues with the date of each decision, and your signature. Pages 2 and 3 explain the options, deadlines and where to send it.
FileIt asks each item in plain English, pre-fills the veteran's name, date of birth and email from your vault, and prints the answers onto the Board's own PDF (JUN 2026 edition). The finished form is saved in the person's vault folder. The form asks for an ink signature, so you print, sign and send it yourself; FileIt never files anything with VA.

- Within one year of the date VA mailed the decision, or within 60 days of a Statement of the Case if that is later, as the instructions describe.
- When you want different review options for different issues: the instructions say to file a separate 10182 for each option.
What you need before you start
- Your decision notice, to copy each issue's wording and the date of the decision.
- The veteran's VA file number (or Social Security number) and date of birth.
- Your own name and date of birth if you aren't the veteran.
- A mailing address, phone number and email address (email is needed for a virtual telehearing).
- Your representative's name, if a Veterans Service Organization, attorney or claims agent helps you.
- Any new evidence you plan to send, if you choose the evidence submission option.

The 2026 edition has 3 pages. FileIt asks for it in 4 parts:

- Part II: Board review optionVeteran or claimant
- Part III: Issues to be appealedVeteran or claimant
- Part IV: Certification and signatureVeteran or claimant
How to fill out VA Form 10182, step by step
1 Part I: Personal information
The veteran's name, VA file number and date of birth. If you're another claimant, your own name and date of birth. Then a preferred mailing address, a box to tick if you're experiencing homelessness, a phone number, an email address and your representative's name.
2 Part II: Board review option
Pick exactly one: 10A direct review with no new evidence and no hearing; 10B evidence submission, with evidence sent with the form or within 90 days; or 10C a hearing with a Veterans Law Judge, held at the Central Office in Washington, by videoconference from a Regional Office, or as a virtual telehearing.
3 Part III: Issues
Two optional boxes come first: one asks the Board to decide as soon as possible, the other requests an extension of time for good cause, with sheets explaining why. Then list each issue as decided by VA, the area you disagree with (service connection, rating or effective date, for example) and the decision date. Tick 11C if you attach more sheets.
4 Part IV: Signature
The appellant or appointed representative signs in ink and dates the form. FileIt leaves the signature box empty and lets you leave the date blank to fill in by hand.
Common mistakes to avoid
- Choosing more than one review option. The form says check only one; use a separate form per option.
- Using this form for a decision dated before February 19, 2019.
- Leaving out the date of the decision for an issue.
- Asking for a virtual telehearing without giving an email address and your representative, as Part II reminds you.
- Listing issues in general terms. The instructions say only the issues you list will be considered on appeal.
- Ticking the expedite box without realising you can't change your review option once the Board decides.
After you fill it out
Print the form, sign and date it in ink, attach any additional sheets (with the veteran's last name and file number on each), and send it to the Board of Veterans' Appeals at the address in the instructions.
If you chose evidence submission, keep track of the 90 days after the Board receives your form for sending more evidence.
Keep the filed PDF with your decision notice in your vault, so the issues and dates you appealed are easy to find later.

What is the difference between the three Board review options?
Direct review means a judge decides on the evidence already in your file, usually the fastest route. Evidence submission lets you add evidence with the form or within 90 days. A hearing lets you speak to a judge and add evidence within 90 days after the hearing. The instructions say the last two may take longer.
How long do I have to file?
The instructions say one year from the date your local VA office mailed the decision notice. If you are opting in from a Statement of the Case, it's 60 days from that letter or one year from the original decision, whichever is later. Contested claims have 60 days.
Can I change my review option later?
The instructions allow a new 10182 to change the option within one year of the decision notice or 60 days of the Board receiving your form, whichever is later, unless you have already sent evidence or testified at a hearing.
Can I eSign this form in FileIt?
No. Item 12 asks for an ink signature, so FileIt prepares the PDF for you to print and sign by hand.
Should I use a Supplemental Claim or Higher-Level Review instead?
The instructions say not to use this form for those: VA Form 20-0995 is for having new evidence reviewed by a VA rater, and VA Form 20-0996 is for a new decision by a senior reviewer. VA's decision reviews page explains each option.
