What is Kela WH 2e - private day care allowance, day care provider?

Private day care allowance (yksityisen hoidon tuki) helps a Finnish family pay for a child under school age who is cared for by a private provider of early childhood education or a paid childminder instead of municipal day care. Kela pays the allowance directly to the provider, so besides the parent's application (WH 1e) it needs the provider's own details: who they are, where to pay, which children they care for, from when, at what fee and for how many hours.

Kela's page on private day care allowance says the provider can give this information in Kela's e-service for day care providers or on form WH 2e. The form also asks about fees during holidays and about the provider's permit, registration or notification — the rules differ for day care centres that started before 2023, between 2023 and 2025, and from 2026 (registration in the Soteri register). For a childminder the family employs directly, the municipality enters its approval in section 7.

FileIt turns WH 2e into a guided form and prints the answers into Kela's own English PDF, edition 01.26. It checks the Business ID or identity code and the IBAN, makes sure each child has a start date or a whole period, prints fees Finnish style (1 150,50) and leaves the municipality's section blank. The finished PDF is saved in the vault and can be sent for e-signature.

How to fill out Kela WH 2e - private day care allowance, day care provider, step by step

1 1. Provider of early childhood education

Tick day care centre, family day care provider, group family day care or a day care provider engaged under a contract of employment. Give the Business ID (or only the identity code for an employed childminder), the type of company, the provider's name, the location if there are several, the address Kela sends the notification to, and a contact person.

2 2. Payment details

The bank account (IBAN) and any reference number. Kela pays private day care allowance to the provider.

3 3. Claimant

The parent or other legal guardian applying for the allowance, with their date of birth.

4 4. Details on early childhood education

All children of the same family in the same facility: each child's name and date of birth, the start date or the period of care, the monthly day care fee as the actual total per child in the agreement or contract, and the hours per week.

5 5. Holidays

Whether a day care fee or the provider's wage is paid during holidays, and if so the holiday period and the fee.

6 6. Permit, registration or notification

A day care centre ticks when it started operating and gives the notification, permit or Soteri registration date; family day care and group family day care say whether the municipality was notified, when and which municipality. An employed childminder skips this.

7 7. Approval of the municipal authorities

Filled in by the municipality for a childminder engaged under a contract of employment. FileIt leaves it blank.

8 8–9. Additional information and signature

Anything else, with the number of the section you refer to; then place and date, signature and printed name.

Common mistakes to avoid

  • Giving a Business ID for a childminder employed by the family — the form asks only for their personal identity code.
  • Reporting a discounted or shared fee instead of the actual total fee per child in the agreement.
  • Giving both a start date and a period for the same child.
  • Leaving out a sibling who is in the same facility — the form asks for all of them.
  • Filling in section 7 yourself; it is for the municipality.

After you fill it out

Check the three pages and sign section 9 (FileIt prints the signer's name). You can sign on paper or use FileIt's optional e-signature.

Send it by post to Kela, PL 10, 00056 KELA, or give the same details in Kela's e-service for day care providers. An employed childminder first has the municipality fill in section 7. FileIt doesn't send it.

The finished form is kept in the FileIt vault, so a change later is quicker to report.
