What is Kela WH 12e - child care allowance changes?
Once Kela pays you child home care allowance (kotihoidon tuki) or private day care allowance (yksityisen hoidon tuki), you must tell Kela when something changes. Form WH 12e is the English paper notification for that. It is also how you answer Kela's annual review of the care supplement (hoitolisä), the income-tested part of the allowance.
Page 1 asks who you are and which situations have changed, each with a date: the family's income, the children's day care, a move to another municipality, marriage or cohabitation, a relationship that ended, a move abroad, or something else. Pages 2 and 3 cover the family's income for you and your spouse or partner, the children's own income and any child support you pay. Page 4 lists the enclosures, leaves room for extra details and has the signature.
FileIt takes you through the form one section at a time and prints your answers into Kela's own PDF. It fills in your name and e-mail from your People records, checks your personal identity code, prints euro amounts the Finnish way (1 250,50), and reminds you when an answer needs an enclosure such as form Y 8e. The finished PDF is saved in your vault. You send it to Kela yourself — FileIt never submits anything.

How to fill out Kela WH 12e - child care allowance changes, step by step
1 1. Allowance recipient
Your personal identity code, name, phone number and e-mail. Kela gets your address from the population data system. If you live at a temporary address, write it in section 7. FileIt also asks whether you have a spouse or partner; that shows the spouse/partner questions later and is not printed.
2 2. Annual review and changes
Tick every situation that applies and give its date: annual review of the care supplement, a change in the family's income, a change in the children's day care (explain it in section 7), a move to another municipality, marriage or cohabitation, a relationship that ended, a move abroad, or another reason that you describe.
3 3. Family income
For you and your spouse or partner, answer Yes or No for each type of income: wages, self-employment (with form Y 8e), unemployment allowance from a fund (amount per day and start date), agriculture or forest land, rental income (flats or business premises, arable or forest land, other assets such as a vehicle), dividends or interest, and other continuous income. Benefits from Kela are not reported here. FileIt asks you to fill in this part when you tick the annual review or an income change.
4 3 f. Dividend and interest income
Capital income below EUR 20 per person per month need not be reported. If the income has changed by at least 10% from the latest tax assessment, tick that it has changed and give the new yearly amount.
5 4. Children's income
Does a child you get the allowance for have income of their own? If yes, give the monthly total, what kind of income it is and which child it belongs to.
6 5. Deductions
Child support paid by you or your spouse or partner, in euros per month. Child support lowers the family income used for the care supplement.
7 6. Enclosures
Tick what you enclose: form Y 8e, agricultural tax documents, details of other income, documents on income from abroad, and anything else you name. If you have already sent documents to Kela, list them so they are not asked for again.
8 7. Additional information
Anything that did not fit, with the number of the section it belongs to. This is where you name the unemployment fund, describe a change in the forest area you own, or give a temporary address.
9 8. Signature
Write the place and date, then sign above your printed name. FileIt prints your name under the signature line for you.
Common mistakes to avoid
- Ticking the annual review or an income change but leaving section 3 empty.
- Answering Yes to self-employment income without enclosing form Y 8e.
- Giving the rent after deductions — the form asks for the full amount.
- Reporting benefits paid by Kela itself; Kela already has them.
- Leaving out the spouse or partner's income after moving in together.
- Moving abroad without also completing form Y 38e.
- Forgetting the date of the change next to a ticked box.
After you fill it out
Sign and date page 4. Add the enclosures you ticked in section 6.
Mail the form and enclosures to Kela, PL 10, 00056 KELA, or file them online at www.kela.fi/english, as the form says. FileIt does not send it for you.
Keep the filled PDF in your FileIt vault with the child's other documents, and keep the receipts and documents behind the change, because Kela may ask for them.
