What is Kela TO 2e - rental security deposit?

A landlord in Finland usually asks for a security deposit (vuokravakuus) before you move in, often one or two months' rent. If you cannot pay it yourself, Kela can cover it as part of basic social assistance (perustoimeentulotuki). Form TO 2e is the English application for that. The form says the deposit is usually given as a payment voucher (maksusitoumus) to the landlord rather than as cash.

The form fits on one page. You say who is moving (you, your partner and anyone else moving in with you), why you are moving, where the new home is and who the landlord is, the rent, and the deposit the landlord wants and when. If you have not applied for basic social assistance yet, you must also fill in form TO 1e, as the form says at the top.

FileIt takes you through the page, prints your answers into Kela's own PDF, checks the personal identity codes and prints the rent and deposit the Finnish way (1 250,50). It also warns you if the deposit is more than the rent times the number of months you entered. The filled PDF is saved in your vault, and you send it to Kela yourself. FileIt never submits anything.

How to fill out Kela TO 2e - rental security deposit, step by step

1 1. The applicant and the family

Your personal identity code, name and phone number, then your partner's, and the codes and names of other people who move into the same home. FileIt shows the partner's boxes only if you say you have a spouse or partner moving with you.

2 2. Reasons for the move

Tick every reason that applies: marriage or cohabitation, divorce or the end of cohabitation, an addition to the family, the death of a family member, the owner selling the home, eviction, homelessness, starting a job or studies (with the town), or another reason you describe. Some reasons ask for a starting date.

3 3. Housing and landlord

The address of the new home, when the tenancy starts, the monthly rent, any other housing costs, and the landlord's contact details. The form asks you to enclose the preliminary rental agreement or offer, with the details in sections 3 and 4. The deposit can only be granted to the person named in the agreement.

4 4. Rental security deposit

How many months of rent the deposit is, the amount in euros, and the last date it must be given to the landlord. Tick the box if Kela may give the deposit directly to the landlord.

5 5. Signature

Place and date print together in one line. You sign, and your partner signs next to you if you have one.

Common mistakes to avoid

  • Not enclosing the preliminary rental agreement or the offer of the flat.
  • Applying for a home where the rental agreement is in someone else's name — the deposit goes only to the person named in it.
  • Forgetting form TO 1e when you are not yet getting basic social assistance.
  • Writing a deposit that does not match the number of months of rent.
  • Leaving out the date by which the landlord needs the deposit.
  • Leaving out the partner's signature when you apply as a couple.

After you fill it out

Sign the form, and have your partner sign too if you have one. Add the preliminary rental agreement or offer.

Mail it to Kela, PL 10, 00056 KELA, or file it online at www.kela.fi/english, as the form says. FileIt does not send it for you.

Keep the filled PDF in your FileIt vault with the rental agreement, so you have both when you sign the lease and when the deposit is returned at the end of the tenancy.
