What is Kela OT 10e - student financial aid, foreign resident appendix?

A student who is not a Finnish citizen can get Finnish student financial aid (opintotuki) only in some situations — for example when they have moved to Finland for a reason other than study. Form OT 10e is the appendix Kela uses to find out: it goes with the application for student financial aid.

The form is three pages. It asks for your marital status, when you arrived in Finland, whether your right of residence is registered or what residence permit you hold, the original purpose of your residence and whether it has changed, when you applied for and were admitted to your place of study, and whether you, your partner or your parents work or have worked in Finland, with the enclosures that prove it.

FileIt turns OT 10e into a guided form and prints your answers into Kela's own English PDF, edition 03.26. A first question decides which residence block you see (EU/EEA or Swiss national, other national, or Nordic national), every 'mm/yyyy' answer is typed once and split into the form's two boxes, and the optional section on your partner's or parents' work only appears if you need it. The finished PDF is saved in your vault and can be sent for e-signature.

How to fill out Kela OT 10e - student financial aid, foreign resident appendix, step by step

1 1. Applicant

Personal identity code, name, address, postal code and district, country, e-mail and nationality. The code is repeated at the foot of pages 2 and 3.

2 2. Marital status

Single, cohabiting (with the month and year it started) or married.

3 3. Right of residence or residence permit

Everyone gives the month and year of arrival in Finland. EU/EEA and Swiss nationals and their family members say whether their right of residence is registered or they have a Finnish residence card; others say whether they have a residence permit valid for Finland, its period and type. Nationals of the Nordic countries skip these questions.

4 4. Purpose of residence

Tick the original purpose of your residence in Finland — education, employment, family reasons or another reason — and say whether it has changed while you have lived here.

5 5. Education

When you applied for a place of study and when you were admitted, as month and year.

6 6. Employment in Finland

Whether you have been employed (employer and duration) or self-employed (company and start date) in Finland, and whether you are insured under the YEL or MYEL pension acts.

7 7. Partner's or parent's employment

Only if your partner or parent works in Finland and is a citizen of a Nordic country, another EU/EEA country, Switzerland or Turkey, or a British citizen covered by the UK withdrawal agreement: how long they have worked and for whom.

8 8–10. Enclosures, additional information, signature

Tick the employment contracts and any other enclosure, add anything else with the section number, then place, date and signature.

Common mistakes to avoid

  • Filling in both residence blocks of section 3 — only the one for your citizenship applies.
  • Giving full dates where the form asks for month and year (mm/yyyy).
  • Leaving out the employment contracts when you report work in sections 6 or 7.
  • Not saying that the purpose of your stay has changed, for example from work to study.
  • Sending the appendix without the application for student financial aid.
