What is Cerfa 14069 - demande de logement social?
Social housing in France (logement social, often called HLM) is rented at a capped rent to households under income ceilings. There is one national application, cerfa 14069*05, used everywhere in France. The form says registering it is a right: the only condition is a copy of a valid identity document or residence permit. Once registered, you get a unique registration number (numéro unique). The application lasts a year and must be renewed every year, and it can be updated at any time.
The twelve pages cover who you are and who would live with you (spouse or co-applicant, flatmates, dependants, children who visit), your and your co-applicant's work, your income (the reference taxable income from your tax notice and your monthly resources), your current home and why you need to move, the home you are looking for and up to 17 places in order of preference, and any extra details. Pages 11 and 12 are an annex for a home adapted to a disability or loss of autonomy.
FileIt asks the questions in plain English, shows only the people and parts you need, checks social security number keys and SIREN numbers, and prints your answers into the official PDF. Names and addresses with accents from any language print correctly, and identifiers go into their boxes one character per cell. The filled PDF is saved in your vault. You file it yourself at a registration desk or online. FileIt never submits anything.

How to fill out Cerfa 14069 - demande de logement social, step by step
1 1. Votre demande
A first application, a renewal or a modification. For a renewal or modification, give your 18-character unique registration number.
2 2. Vos coordonnées and household
Your identity, social security number, phones and e-mail, whether you want news by e-mail or text, your current address and a mailing address if different. Then your spouse or co-applicant, flatmates, the number of people with a disability, up to 8 dependants, an expected birth, and children who stay with you under shared custody or visiting rights.
3 3. Situation professionnelle
Your occupation and situation (employee, civil servant, student, self-employed, unemployed, retired ...), your workplace town and postcode, your employer's SIRET if you work in the private sector, and whether you're on a fixed-term or temp contract or were unemployed for over a year. The same for your spouse or co-applicant.
4 4. Revenus
The reference taxable income (revenu fiscal de référence) for the year before last, and last year if you already have the notice. Then, if you have monthly resources, every one of them for you, your spouse or co-applicant and your dependants, in whole euros, not counting housing benefit (APL, ALS, ALF), and any maintenance you pay.
5 5. Votre situation
Your current home (owner, tenant, housed by someone, in a shelter, homeless ...), its size, the number of people living there, rent and housing benefit, and every reason for moving: not decent, unfit, too expensive, too small, being sold, far from work, eviction, violence, separation and more. Then whether you or your co-applicant own another home.
6 5. Le logement recherché
Flat or house, parking, the number of rooms, how many people to house, whether you'd refuse a ground floor or a building without a lift, and up to 17 places in order of preference. Say if the search can be widened to nearby places.
7 6. Précisions and annex
Anything else that explains your situation, whether you'll renew online each year, and the date. If someone needs an adapted home, fill in the annex: recognition by the MDPH, contacts, the nature of the disability, the technical aids, climbing stairs, and the equipment that is essential, such as a walk-in shower or a lift.
Common mistakes to avoid
- Forgetting the copy of an identity document or residence permit. It's the one condition for registration.
- Not renewing every year. The application lapses and you lose your seniority.
- Leaving the monthly resources blank after ticking 'Oui'. The form says you must then fill in all of them.
- Counting housing benefit (APL, ALS, ALF) in the monthly resources.
- Listing too few places, or ticking too many essential equipment items, which narrows what can be offered.
- Giving a number of people to house that doesn't match the household listed.
- Not reporting changes, such as a birth, a separation or new income, through a modification.
After you fill it out
Check the details and date page 10. If you need an adapted home, complete the annex for each person concerned.
File it with a copy of your identity document at a registration desk: a town hall, a social landlord, Action Logement or another guichet listed in the notice. You can also apply online at www.demande-logement-social.gouv.fr. You'll get a certificate with your unique registration number. FileIt does not send it for you.
Keep the filled PDF and your registration certificate in your FileIt vault, and set a reminder to renew before the anniversary date.
