What is Kela TT 4e - employer's work requirement certificate?
To get basic unemployment allowance (peruspäiväraha) from Kela, a job seeker must meet the work requirement (työssäoloehto), a minimum amount of work in the period before unemployment. Kela gets most employment data from the national Incomes Register, which it has used since 1 January 2019. For weeks before 2 September 2024 it may still need a record of weekly working hours, and form TT 4e is how the employer gives it. The form says information already reported to the Incomes Register need not be reported to Kela.
The employer, or the payroll or accounting firm that runs the employer's payroll, fills it in. It covers the employee and employer, the employment dates and any temporary layoff, the collective agreement, contractual working time, how the pay is calculated, and, for employment that started before 2019, whether unemployment insurance contributions were withheld. The main part is a table of every calendar week with fewer than 18 hours of work, and a list of unpaid absences.
FileIt takes you through the three pages and prints the answers into Kela's own PDF. It checks the employee's identity code and the employer's Business ID, prints hours and euros with a decimal comma as the form expects, and checks that each listed week is a real week before 2 September 2024, inside the employment, with under 18 hours. The filled PDF is saved in the vault. The employee or employer sends it to Kela. FileIt never submits anything.

How to fill out Kela TT 4e - employer's work requirement certificate, step by step
1 1-2. Employee and employer
The employee's identity code and name, then the employer's name, Business ID or personal identity code, contact person, address, phone number and e-mail. FileIt checks the Business ID's check digit.
2 3. Employment information
Start and end date of employment, a temporary layoff with its start date, the collective agreement, teaching requirements for education jobs, and the contractual working time: hours a week, hours a month, or period-based work with the working time and reference period. Hours print with a decimal comma (37,5).
3 4. Calculation basis for wage or salary
Tick euros per hour, euros per month or another basis, and give the amount or describe it.
4 5. Other wage information
Only for employment that started before 1 January 2019: were the employee's unemployment insurance contributions withheld from the pay? Yes, No, or not for the whole period, with the period they were not withheld. Switch this part on in FileIt only when it applies.
5 6. Certificate on working hours
Were there calendar weeks with fewer than 18 hours of work? If yes, list every such week before 2 September 2024: year, week number, and the hours and minutes worked. The table holds 42 weeks. Then say whether there were unpaid periods of absence, and list up to six with dates and the reason.
6 7-8. Additional information and signature
Anything else Kela should know, then who issues the certificate: the employer, or a payroll or accounting firm with its name and the contact person's phone number. Write the place and date, and sign above the printed name.
Common mistakes to avoid
- Repeating information already in the Incomes Register. The form says it need not be reported to Kela.
- Listing weeks from 2 September 2024 onwards, which the form does not need.
- Listing weeks with 18 hours or more. Only weeks with fewer than 18 hours go in the table.
- Using a date instead of the ISO week number in the week column.
- Filling in section 5 for employment that started in 2019 or later.
- Leaving out unpaid absences, or giving them without a reason.
- Forgetting the payroll firm's name and phone when the certificate comes from an outside payroll provider.
After you fill it out
The person who completed it signs page 3 above their printed name.
Mail it to Kela, PL 10, 00056 KELA, or file it online at www.kela.fi/english, as the form says, or give it to the employee to send with their claim. FileIt does not send it for you.
Keep the filled PDF in the FileIt vault with the employee's other employment documents in case Kela asks a follow-up question.
